Which document do we expect from the National Treasury yet it appeared from this Committee and concurred with the Committee? There is no legal document that the National Treasury is supposed to furnish the Committee for us to consider legislation in this House. If we go in that direction, we are going to mess up. Tomorrow morning, anybody can say he has an agreement or document that he has to submit before the House even if it is not necessary. Our responsibility, as Members of Parliament, is to legislate, discuss it, whichever way, whether yes or no.

In my opinion, this legislation must go through. We require this money like yesterday. We actually spent Government money to travel to 32 counties to allow Kenyans to express themselves on whether we increase the National Government Constituencies Development Fund from the 2.5 per cent to 5 per cent. We should be told if somebody has a different view because this document was approved. The electronic version of the Official Hansard Report is for information purposesonly. Thank you, Hon. Speaker. I am so disappointed with the response from the Chair. The Cabinet Secretary has consistently violated the law in releasing funds. If you are the Cabinet Secretary for the National Treasury and you are supposed to release funds every quarter, and we have received less funds for this quarter against the law, what happens? Two, how many times do we have to raise this issue in this House? Do we have to protest so that we are given funds? We are talking about engaging the leadership of this House. I do. He was a Member of the Departmental Committee on Trade, Industry and Cooperatives when I was the Vice-Chairman. If indeed this Government has exceeded the target in terms of revenue collection, then we have enough funds in our accounts. We are getting the 2.5 per cent of the national collection. The Government has collected more revenue than it required for the last financial quarter. They should give us the funds unconditionally. Otherwise, we should have this discussion more often. Hon. Deputy Speaker, as we speak our children are at home for lack of bursaries. The National Government Constituencies Development Fund (NG-CDF) Board has not received funds for our constituencies. I do not want to have a situation like what happened in the last Session when I rose and said that there would be no transaction on the Budget in this House unless the funds were disbursed to the constituencies.
