I cannot overemphasise the challenges that retirees go through immediately they retire from their workplaces. Quite a number of retirees go back to their rural areas as soon as they retire. As soon as you hit back to your rural area with no income, definitely, you are faced with one thing: you are faced with death and the challenges that come with stress because you have no income. It is good that we are going to put in place a law that allows timeframes for a beneficiary to be paid on time. All the schemes that will not pay on time should pay a penalty. I agree with

Barasa that the penalty should not only be monetary but also a time in jail so that those who are sitting on our files when we retire should know that there are consequences. Those who are working for this country or any institution should be assured that they will enjoy their benefits when they retire. It is not a crime to retire. It is not wrong to retire. All of us should be encouraged that you do not even have to work for 40 years, until 60 years of age, to retire. One should be volunteering to retire knowing very ...

Thank you, Hon. Temporary Deputy Chair. I am of the same opinion that it is very important for Parliament to realise that those who serve in those boards are also Kenyans of some background. So, waking up and kicking them out might not be very fair, because you must have a reason for kicking them out. I support the amendment by Hon. Ichung’wah.

Hon. Speaker, for the record, the Board has not received a penny of the Kshs5.7 billion. It is good for all of us to know that what the Leader of the Majority Party is telling us is word of mouth. There is no document tabled before this House. There is no document from which we can confirm that the money is in our accounts.
