As I said in the morning, the idea of re-capitalization and privatization of Telkom Kenya Limited was reached at a Cabinet meeting. The Cabinet had agreed on it. The telecommunications industry in Kenya had been overtaken by events because the fixed lines had become obsolete. Thank you, for this opportunity to contribute to this one. I agree with the rejection by the Committee.I believe that the Committee had sat long enough to come up with three years. They had put their heads together. Therefore, when the Senate reduces it, I do not know if it is for the sake of it or it wants to be seen to have looked at the particular instruments, but I believe the Committee was right to give those timelines because it was well thought out. I, therefore, support, the Committee.

Thank you, hon. Temporary deputy Speaker for giving me this opportunity to contribute to this Motion. At the outset, I strongly support the Committee’s decisions and findings. This is not a matter of pushing something and accepting it just like that. We need to have a strong framework to see that this decision is implemented in the correct manner, because in Kenya today, we have a lot of problems resulting from corruption. We need to discourage people who want to go that direction for the purpose of benefitting themselves, thereby hurting the country.

Telkom Kenya was one of the biggest corporations in Kenya. It has been run down because of corruption, poor management and nepotism. I believe that if we allow it to go without properly vetting those people who have to do the privatisation, then we might have a very big problem. We need to know how to go about it. We need, for instance, to know what assets are there, and who is running the corporation at present. It is likely that whatever is remaining there now might go down the drain.
