  • 24 Mar 2015 in National Assembly: Hon. Deputy Speaker, I stand here to oppose the Motion. The Motion we are discussing today negates a lot.As much as we would like to say that we want to correct our Speaker, we should also look at ourselves. The Speaker’s reactions sometimes come about as a result of our own actions. He only reprimands when the individual Member goes out of the way. Personally, I take it that he does it on a light The electronic version of the Official Hansard Report is for information purposesonly. • 24 Mar 2015 in National Assembly: touch. So, we should also be open and accept corrections. This Parliament has already been mud-slung all over. If we continue this way, instead of cleaning ourselves, we will continue putting more mud onto ourselves. Therefore, I would prefer that we have a view
  • 24 Mar 2015 in National Assembly: where we will ask ourselves where the rain started beating us. This should be instead of trying to challenge each other here. We will not make any corrections if we do that. We will only correct ourselves the moment we ask ourselves: When did the rain started beating us? Let us correct our problems amicably and agreeably for the betterment of the people who elected us. Thank you, hon. Deputy Speaker. view
  • 25 Feb 2015 in National Assembly: Thank you, hon. Speaker, for giving me this opportunity. Let me take this opportunity to thank the Committee for coming up with this conclusion. I am happy that they looked at the critical areas which had been alleged by the accusers. I strongly believe that they went through the process of vetting or re-looking at the accusations correctly. I believe that they took the right direction. I support their decision. Hon. Speaker, sometimes, people take the opportunity to square their own fights or problems with others. In the process, they do witch-hunting. If the act by this person who gave ... view
  • 25 Feb 2015 in National Assembly: Being a Chairman does not mean that you are everything. Your business is just to sit and conduct business. The resolutions which come up are from the whole team. Therefore, the buck should not have stopped with the Chairman only, but with the Members of the Committee. Finally, this is a lady and, maybe, somebody had vendetta. We are trying to promote gender equality in this country. Let us not punish our lady leaders, so that we can score our cards against them. We should instead encourage them because that is entrenched in the Constitution. I support the report. view
  • 25 Feb 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker, for this opportunity to contribute to this important Adjournment Motion. On the outset, I support and congratulate hon. Gumbo for bringing this Motion. I believe this is a precursor to what The electronic version of the Official Hansard Report is for information purposesonly. • 25 Feb 2015 in National Assembly: we are going to deliberate tomorrow in the Kamukunji . I believe all my colleagues agree with one voice that we are saying CDF has to stay. Even the judges, or whoever was making this decision, were biased in their own way, or maybe they had been coerced by some quarters. There are those people who want to get money and spend it without accounting for the same or having it audited. We have had counties whose governors have gone to court to prevent the Auditor-General from auditing them. I wonder how accountable they are if they can go all ... view
  • 25 Feb 2015 in National Assembly: If the CDF is removed from the people, it will have a ripple effect up to the grassroots. The people at the grassroots are saying that even if we call for a referendum, they will support it because they have seen its fruits. Unfortunately, those who are agitating against the CDF cannot account for the funds they have been given. On average, a constituency gets around Kshs100 million. In Meru County, we have nine constituencies and we get close to a billion. If you travel across the county, you will see what the CDF has done in terms of constructing ... view
  • 18 Feb 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker. Let me thank my colleague for bringing this Adjournment Motion after experiencing insecurity in her constituency. However, this is a national problem. It is all over. A lot of concerted efforts should be made by the security forces and all concerned to curb this menace. I find it a double-edged problem where security forces may have got their lapses and they are not doing what is supposed to be done and also we have got age-old cultures within our communities or some members of the Kenyan population who believe that cattle rustling is a ... view
  • 18 Feb 2015 in National Assembly: deploy soldiers or officers giving priority to where these incidents occur. You may find a roadblock on a highway with 10 to 20 police officers and yet people’s cows are stolen, houses are robbed and other crimes are happening here and there. You find 10 or 20 police officers manning a roadblock, five sitting on this side of the road and five on the other side. You find 10 banks in close proximity to each other and each has got two to three officers whereas they can use four officers to guard all those banks. I feel we misallocate the ... view
