  • 19 Nov 2014 in National Assembly: On my own behalf and my family, and on behalf of the residents of Igembe Central, let me take this opportunity to pass my condolences to the people of Homa Bay and the family of hon. Otieno Kajwang’ for this great loss, which is also a great loss to our nation. Hon. Kajwang’ is a household name in Kenya especially because of his humour. Many people know him because of his Mapambano slogan, which even young people who did not know him used to enjoy whenever he was on stage. He was a crowd mover to the extent that even ... view

  • 18 Nov 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker, for giving me this opportunity to support the appointment of this great lady of Kenya. Let me take the opportunity to thank the President for seeing it necessary to bring her name to the Floor of this House for us to debate it and also to the Chairman of the Departmental Committee on Education, Research and Technology and hon. Members for having approved this great lady who is well schooled and who is well experienced to take up this job. The TSC has suffered for long and so many things have not been happening ... view
  • 13 Nov 2014 in National Assembly: Hon. Temporary Deputy Speaker, I rise to support the Bill as it deals with human beings. It does not matter in what condition or position one is, one should be allowed to enjoy one’s rights just like any other human being. In this country, when one is arrested on suspicion of having committed an offence, enforcement officers treat that person as if he is no longer a human being. You are a prisoner and, therefore, you can be mishandled and treated in the way they want. When their rights have been breached, some people shy away from reporting to the ... view
  • 13 Nov 2014 in National Assembly: the living conditions there are worse than in places where animals live. Given that we have so many offenders, and the prison facilities are not increasing, we should have a law to ensure that petty offenders are not held in prison. They should be given time to go home and report to probation officials, so that we can decongest our correctional centres. I visited a prison in my constituency one day. I was shocked when I saw the food that the prisoners were eating. When the maize flour was put in boiling water, it stayed there for only two minutes ... view
  • 12 Nov 2014 in National Assembly: Thank you, hon. Temporary Deputy Chairman. I rise to support the amendment by hon. Ganya. The National Disaster Management Authority or the Fund which we are creating in essence has to be sustainable. It should be funded and kept for the purposes of mitigating these problems. In the past, we have had this problem whereby once a disaster occurs, that is the time the Government runs helter-skelter looking for money to mitigate the problem. But with proper funding, institutions put in place and proper forecasting done, in case of a disaster, we do not go looking for funds because we ... view
  • 12 Nov 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I rise to support this Motion by hon. Gakuya. Infrastructure is a key factor as far as the development of any country is concerned. For this country to achieve Vision 2030, we should have a proper road network which can serve the citizens properly. When the Thika Superhighway was completed, it opened that region all the way to Thika, despite the fact that by the time it was being completed, it had already been overtaken by the population growth and the expansion of the city. As at now, it is still congested. I support ... view
  • 12 Nov 2014 in National Assembly: So, let us not only expand the entry points into Nairobi, like Landhies and Jogoo roads, but all roads which lead into our major cities. We should also expand those roads which criss-cross this country, if we are to achieve Vision 2030 and be able to compete with our neighbours either within or without the region. With those few remarks, hon. Temporary Deputy Speaker, I beg to support. view
