Hon. Temporary Deputy Speaker, in my constituency, I have decided to train as many motorcycle riders as possible. But the problem is getting the licences. It is very tricky. Therefore, I would like the issuance of licences for motorbikes to be decentralized - even for motor vehicles. Those services should be brought closer to the people in the counties or even constituencies, so that those people can get those services as fast as possible. Hon. On a point of order, hon. Speaker. May I say that the Members of the Committee had enough time to ventilate on this. Could we get a chance because they already have had a chance to contribute in the Committee? This is because most of the Members who have spoken are Members of the Committee. Could we reduce debating time to three minutes?

Hon. Temporary Deputy Speaker, I have an issue in my constituency, which was created from two constituencies – parts of Igembe North and Igembe South were brought together to form Igembe Central. I have been agitating for the gazettement of this constituency, because and the people of Igembe Central are being denied their constitutional right to receive service, just because we do not have a District Commissioner (DC), an Officer Commanding Police Division (OCPD) and a police station; any time we have problems our issues are not addressed adequately because we do not have the structures which are supposed to ...

Hon. Temporary Deputy Speaker, I have an issue with the National Authority for Campaign against Alcohol and Drug Abuse (NACADA). NACADA is coming up with policies and saying that they are going to regulate the hours for chewing miraa . I would like to tell NACADA that miraa is not like beer, food or uji, whic you sit at a table and eat or drink.
