Yes, hon. Speaker. Sometime in June this year, I asked for a Statement from the Departmental Committee on Education, Research and Technology regarding distribution of hardship areas in the Republic, and what criteria is used to declare a place hardship area. To date, I have not received an answer. Sometime back I said in this House that we had a problem. We ask for Statements, we are given timelines but those timelines are not honoured. Thank you, hon. Temporary Deputy Chairman. Do not bring the issue of Miraa here because once it is mentioned, it brings some jittery to some people. It is quite a sensitive matter not only in Meru, but the rest of Kenya. In a situation where the offender is supposed to compensate the victim and, maybe, he or she is incapacitated in one way or the other, what is the recourse to the victim? Maybe, we need to have a clause which can provide that the State should take care of that.

THAT pursuant to provisions of Standing Order 97, this House resolves that debate on the Motion appearing under Order No.10 on reports of the East African Legislative Assembly be limited to a maximum of one hour and 30 minutes with a maximum of five minutes for each Member and 10 minutes for the Leader of the Majority and Minority parties and 15 minutes for the Mover in moving and 15 minutes in reply.
