Yes, hon. Speaker. Sometime in June this year, I asked for a Statement from the Departmental Committee on Education, Research and Technology regarding distribution of hardship areas in the Republic, and what criteria is used to declare a place hardship area. Thank you, hon. Temporary Deputy Chairman. Do not bring the issue of Miraa here because once it is mentioned, it brings some jittery to some people. In a situation where the offender is supposed to compensate the victim and, maybe, he or she is incapacitated in one way or the other, what is the recourse to the victim? Maybe, we need to have a clause which can provide that the State should take care of that.

Hon. Speaker, I want this House to appreciate one fact; this Bill is not for the male and female legislators. It is for us all and it is for the 42 million Kenyans.

Yes and I am repeating it. I wanted to appreciate that because yesterday when we were debating, there are those who were making it look like a tug of war between the male Members of Parliament and the female Members of Parliament.

Hon. Speaker, this Bill is there to protect the voiceless. This Bill is there to protect those who suffer in silence and this law is there to reprimand those who break the law. I believe if we are serious citizens and good Christians in this House and country we will support this Bill. I was about to say that I do not want to support it but after looking at the amendments by the Committee, I appreciate that the Committee sat down and realised that there were some issues which needed to be amended. I believe when it comes to ...
