  • 2 Jul 2014 in National Assembly: Kenya Power to replace these gadgets when they are stolen. It also becomes very expensive. The Mover of this Bill, the Majority Leader said that there is a council in the Bill which has to be formed. I will bring an amendment on this because we do not need very many councils in this country. That is whatever we do we have a council or a commission. We can even have a department in the Ministry of Industrialization and Enterprise Development or any other relevant Ministry that can be allocated duties of ensuring that this Bill is implemented to the ... view
  • 2 Jul 2014 in National Assembly: The people who will get these licences should have premises and places where they will collect scrap metals and they should be inspected regularly to ascertain that they are not dens of thuggery and robbery where vehicles are stolen, dismantled and hidden there. We have seen these things happening. The places become dens of criminals and the people who are not very good to the society. view
  • 2 Jul 2014 in National Assembly: I believe that we shall have a smooth business for our brothers with these regulations. This is especially those who are scared that this Bill is coming to push them out of business. I believe that the Bill will regulate their business and we are regulating everything in this world. We are going digital. We are going in the right direction and things are changing. Let us move from the old laws and embrace new laws so that we can move forward together. This is not a punitive measure to kill people’s businesses. Personally, I do not see it that ... view

  • 26 Jun 2014 in National Assembly: Yes, hon. Speaker and thank you. There is a burning issue here. The issue of constituency boundaries is across the board. I have a problem with my constituency which was created by IEBC. When the boundaries were being created, for example, Igembe Central Constituency was curved from Igembe South and North. So, the constituency was created from two. Today, when I need any services in terms of administration, we have to go to Igembe South or North. In Igembe Central administrative wise, we do not have any systems for anything, so it becomes very difficult to even register voters and ... view

  • 25 Jun 2014 in National Assembly: Thank you, hon. Deputy Speaker. I need to get a clarification because the Statement which has just been read is quite superficial. There are problems which we are encountering in this country. In each and every corner of this country, people are complaining of power surges and people are going without power for many hours. The question is: What is being done to address this situation of the national grid which is lower than the requirements? What is the future so that we do not keep on getting into those problems? view

  • 25 Jun 2014 in National Assembly: Thank you, hon. Speaker for your indulgence and also for taking that line because there are those of us who sit here for four hours and others just walk out and come back to get an opportunity to speak. I stand to support this Appropriation Bill, 2014. I thank the Committee for doing a good job and bringing this Bill before the House so that we pass. Before we came to this Bill we were discussing the Supplementary Appropriation Bill in which we talked about adding funds for the year 2014/2015. It is a challenge to the recipients of these ... view
