Those advertisements encourage the young generation to engage in alcohol at an early age. They end up misbehaving because their age does not allow them to engage in alcohol. Secondly, I understand that there are some guidelines on people who are allowed to buy alcohol. Nowadays, anybody can purchase alcohol and go to those bars and drink the way they want regardless of their age. There must be penalties set to those who sell alcohol to underage; those who are below 18 years of age so that at least we can have sanity in this country.

As I conclude, I would like to urge this House to ensure that we pass this Bill so that it can be followed to the letter and also our younger generation can grow in the right way. We should also encourage our younger generation to first know God because these other earthly things will pass.

From the outset, I support the Bill, albeit I will suggest some amendments when it comes to the Committee of the whole House. In essence, this Bill is good in that it is trying to encompass or have as many people as possible registered, more so, even having the employers assist in registering members. The NHIF is a very important Government tool which should be guarded religiously. Of late there have been gaps in the same NHIF. Recently we had senior staff relieved of their duties because of misappropriation of funds. There is a trend in the NHIF where there is a skewed way of dealing with beneficiaries. This is so that we do not have people going behind doors and having others getting relief but not others. Once they find that the services are provided as required and in the correct system, then it will be an encouragement for others to join the fund. This fund should be guarded religiously as I said. When it comes to the Committee of the whole House when we bring in amendments, I will also come with my amendments so that we polish it as much as possible and have it enacted.
