We have Early Childhood Development (ECD) classes which are under the county governments. They are neglected. Most of our schools do not have them. I urge the county governments to allocate enough funds to put up good classrooms for our toddlers who go to school. Sometimes they learn in very poor facilities. They are very young. They need to be taken very seriously. They are very delicate. They need proper classes to start their education journey. Hon. Temporary Deputy Speaker, finally, let us, at least, start from the National Treasury, the Senate, this august House, county assemblies to the departments of our local governments, have a timeframe within which to allocate the funds and follow the due process in sharing the money so that we do not talk about delays in paying bills and other things. I urge that we use money prudently so that we develop our country and leave it better than we found it.
