Speaker, before I comment, let me take great exception from the immediate speaker and confirm here in this House that I chew Miraa every weekend and I am sober. When we talk of Miraa being a drug, that one I would disagree with because, in essence, every other person in Meru - especially Nyambene area - have Miraa . I have a Miraa plantation. We chew Miraa and people there are doing their work like any other person. If you want to take exception, take exception with beer, chang'aa, bangi and the like. view

The people from Igembe North, South, Central and some parts of Imenti are suffering because this is the most income-generating crop. The markets have been closed. Some counties are closing the same because of the views of my brother from Ndaragwa. However, be informed that this is a cash crop like any other. (ii) What measures have been put in place to ensure that all the public institutions in Igembe South Constituency, which are yet to be connected to the National Grid are connected as soon as possible? view

Temporary Deputy Speaker, for giving me this opportunity to make my comments on this Public Finance Management (Amendment) Bill (Senate Bill No. 3 of 2019). I will start by supporting this amendment Bill and wish that these amendments could have come as early as when we came up with the new Constitution which brought about the devolved county governments. As I was saying, the Committee gave it more gist and for the benefit of Members, we are just adopting this one in the Public Finance Management Bill so that this multiagency team which has already been suggested in the Bill should sit very fast and formulate the laws and proper acts so that it can be put in place. I have a similar case from my constituency and I had brought a Question to the House. The Ministry made a response that they could not trace the boy I had reported to be lost in Tanzania. I, however, went out of my way to investigate and managed to trace the boy in a cell in Tanga. He has been there for the last four years and has never been charged in court. I have made several visits to the Ministry of Foreign Affairs, but ... view
