  • 24 Apr 2019 in National Assembly: It is prudent for the President’s advisors, when coming up with various programmes, to sit down, consult and find out the most prudent way of using public funds. Hon. Temporary Deputy Speaker, the President also talked about food security. I remember in the 11th Parliament when the President spoke here, he talked about irrigating a million acres of land. The projects were to be started, but if you go to the ground, you will find that we do not even have a thousand acres which have been irrigated. Funds have been set aside and people have been employed and charged ... view
  • 23 Apr 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to add my voice to these important amendments. From the outset, I support the amendments by Hon. Kaluma. I also wish that the Committee considers them with an open mind. This Report was brought to Parliament for us to debate, give our input and make a decision on the same. I would like this House to take the amendments seriously, pass them and debate the Motion as amended. view
  • 23 Apr 2019 in National Assembly: Having said that, we should not open up our country to be a jungle where people come in and start doing business because they know there are some loopholes in the law. They come in through the backdoor to do business in this country. In the process, once they loot, make mistakes, fail to complete the business, they go away and we do not have a law to get hold of them or one that we can use so that they can be punished or asked to pay back. In this country, we had the experience of the Anglo Leasing ... view
  • 23 Apr 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. A company which had already been blacklisted or is insolvent in its own motherland comes here and gets business because of the loopholes in our law. In the 11th Parliament, as many of my colleagues have said, this law was passed and it was watertight. That is what the Committee should have employed when they were looking at this matter, so that they could relate the law, which was passed in the 11th Parliament, with this particular company and many other companies which would come in the same way. The electronic version of the ... view
  • 23 Apr 2019 in National Assembly: The amendments by Hon. Kaluma are coming in so that we can take the same breath. There are companies which hop, run and jump from one country to the other looking for business and changing names. First and foremost, before they come here, they look at the loopholes which are in the mother country. We cannot allow our country to be… view
  • 3 Apr 2019 in National Assembly: Hon. Speaker, I stand to ask the Cabinet Secretary for Foreign Affairs the following Question: (i) Is the Cabinet Secretary aware of the arrest of one, Richard Koome, a Kenyan of passport number A2440847 from Igembe South Constituency by Indian authorities in Mumbai, India, on 28th May 2018? (ii) Could the Cabinet Secretary inform the action taken by the Kenyan Embassy in India to secure the release of Mr. Richard Koome and further ensure that he gets legal representation? view
  • 3 Apr 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to contribute to this Special Motion. I support the appointment of Mr. Hilary Nzioki Mutyambai. I join my colleagues in welcoming him to the service. Let him pick from where his predecessor, IG Boinnet left. He should perform better. The police service in Kenya has been bedevilled with a lot of criticism. It has always been criticised in the right way without any bias. Upon getting to office, I would request Mr. Hilary to overhaul the training curricula in Kiganjo. It appears the training is geared towards creating enmity ... view
  • 3 Apr 2019 in National Assembly: We have the problem of cattle rustling. Pastoralists steal cows that belong to my people in Meru. People from Isiolo County have turned the Ameru people into their Automated Teller Machines (ATMs). They have zoned Meru as a place where they go to get cows. These people The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor. view
  • 3 Apr 2019 in National Assembly: steal our cows and graze the same cows in our shambas and yet we cannot take them back because they have sophisticated weapons. The Chair of this Committee, which vetted Mr. Hilary, came all the way to my place to see what I am saying. Unfortunately, to date, our 1,000 cows are in the hands of Turkanas. In fact, they graze the animals on our land. They killed a son of one of the owners of those fields. I challenge Hilary to come to Meru and ensure that those cows are returned to their owners. I would also like to ... view
  • 3 Apr 2019 in National Assembly: Hon. Temporary Deputy Speaker, I have a lot of respect for every tribe in Kenya. I have very good friends from Turkana, including Hon. Nanok who is seated with me here. He is a Turkana and a good friend of mine. However, it is unfortunate that these cows are with the Turkanas and we know that. view
