Hon. Temporary Deputy Speaker, moving on, we would like to see the new IG look into the welfare of police officers. My constituency is new and we do not have a single house or office for police officers.

Thank you, Hon. Temporary Deputy Speaker. I rise to support the appointment of the IG, Hilary Nzioki. At this time we are supposed to appreciate these high offices as far as security is concerned. In the Republic of Kenya, you will notice that if police officers just relax for a few hours, many bad things will happen. I would like to encourage the appointee, Mr. Hilary, as he assumes this position. It is important for him to understand that he will face many challenges, some of which he is already aware of since he has served in the National Intelligence ...

The Report of the Committee has highlighted that he complies with Chapter Six of the Constitution, meaning that he will not be corrupted by those who normally like to do illegal things. He will be there to stand with the common people who want services from him. Lastly, I would like to urge the IG to recover the illegal guns which are terrorising our people so that we can live in peace. Thank you, Hon. Speaker. I rise to ask Question No. 165/2019 to the CS for Environment and Forestry: (i) Is the Cabinet Secretary aware that trees and other vegetation, including indigenous trees were either destroyed or taken away as wood and timber by a contractor installing a power line at the Nyambene Repeater Station in Nyambene Forest? (ii) Could the Cabinet Secretary state the amount of money allocated for the contract and when the installation of the power line is expected to be completed? Thank you.

Thank you, Hon. Temporary Deputy Speaker. I rise to support the Report. Communication, especially in area of mobile telephony is very important. Let us not take it lightly. I commend the Committee for a job well done. There are many parts of Kenya where people are still unable to access good services. When the tariffs will be provided to some sampled counties, they will be of benefit to the people in those counties. The Report talks about regulation of some of the tariffs. We know that there are providers who charge highly for calls and even sending of messages. The ...

Thank you, Hon. Temporary Deputy Speaker. I rise to support the Report by PAC. They have done a commendable job as far as investigations are concerned. As a House, it is our job to oversee commissions and all bodies which concern the Republic of Kenya.

First and foremost, I want to support the Report since the Committee has elaborated in its recommendation what messes up the Commission. During the reforms, the functions of the Chairperson, the CEO and the commissioners were defined well, so that we do not have conflict of interest. This is what happened to the IEBC. During the procurement, the CEO, together with the commissioners, had their interest in procuring KIEMS kits which were supposed to be used during the election. As you all know, election is a crucial activity in the Republic of Kenya. At the same time, we are supposed ...
