  • 28 Mar 2019 in National Assembly: The Report of the Committee expresses that there was conflict of interest. Procurement favoured the company which the IEBC officials wanted since they had hidden agenda. There is something which they wanted to obtain from the companies. It is good for the IEBC budget to be spelt out clearly. This will ensure that when money is being spent, there is a timeline to spend it, how it is used and what it is used to purchase, so that we can have transparency in the procurement process. We should not award some contracts to companies which are not qualified, and even ... view
  • 28 Mar 2019 in National Assembly: not used properly. When tenders are being awarded, it is good for us to scrutinise them to see the companies which are given the tenders and method that is used to come up with the companies. The Report of the Committee should be taken seriously and implemented the way they have proposed. view
  • 28 Mar 2019 in National Assembly: The commissioners also failed to exercise their oversight mandate. They lacked prior planning. When they started to acquire the KIEMS kits, there were no plans and this contributed to lack of fairness, equity, transparency, competency and cost-effectiveness. view

  • 27 Mar 2019 in National Assembly: Hon. Deputy Speaker, I am not saying that the Member is out of order. I beg your indulgence so that you may give guidance to this House. I feel I should express this one to the House. A Member of this Parliament is trotting from one radio station to the other abusing Members of Parliament and saying that we queue to be given money so that we can pass Motions in Parliament. Yesterday, the same Member was on Kimeru vernacular radio speaking in Gikuyu and Kiswahili. I was listening and he said that Meru Members of Parliament queue in a ... view
  • 27 Mar 2019 in National Assembly: Thank you, Hon. Speaker. I rise to support the Report of the Committee. National matters should be handled by the national Government. As we know, irrigation is under the national Government and has not been devolved. So, having the idea of consulting the governors before the national Government makes an initiative to implement its work will delay the full functioning of the national Government. As the national Government deals with its matters, it is important to involve the body mandated to do the work as stated by the Committee. We should not dwell on supporting the Senate amendments because we ... view

  • 27 Mar 2019 in National Assembly: Asante sana, Mhe. Naibu Spika.
  • 19 Mar 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to contribute to this Report. At the outset, I support it. I want to thank the Committee Members, led by Hon. Katoo ole Metito, for having brought to us what they discussed and what they went through in Dakar. It is very important for committees to note that once Members are sent out on a mission they need to bring a report to this House so that we are informed of what is happening. They should bring back the fruits of their labour. There are some committees which when ... view
