  • 21 Nov 2018 in National Assembly: Pension funds are very important to any citizen or anybody who has been working throughout his or her life. It is prudent for a pension fund to be established for workers in every sector in this country, so that once one retires, he has something to go home with. It is disheartening when somebody retires and no pension has been put in place. When you go home, you have nothing to do. You have no income. You live like a pauper.   • 21 Nov 2018 in National Assembly: members of our society who are staff of county governments need pension as much as everybody else. Therefore, it is a bright idea to bring this Bill forward so that the employer, who is the county government and the pensioner can put some money into an account and when one retires, he or she is given a lump sum to carry home. Then the pensioner gets a monthly pension to keep him and his family going. view
  • 21 Nov 2018 in National Assembly: As much as we are supporting this Bill, it should be structured. I have gone through the Bill and it has structures for management. It provides for the establishment of a trustee, who will oversee the pension scheme. It is a very important one. The people who will be re-elected or nominated as trustees must be vetted properly, so that we can have people of good moral standings to take care of the funds and check on misappropriation that we have seen in many other sectors. view
  • 21 Nov 2018 in National Assembly: The centralised format as proposed by the Bill where a central body will manage the funds for the 47 counties, is also very important. Once the money is put together and managed by one team, the benefits will accrue to every employee uniformly across the country. This will ensure that we do not have structures for every county where benefits do not accrue uniformly. I support a central management team because it is a very prudent way of managing the funds. First, I support the Petition on insecurity from my sister, the Woman Representative from Lamu. The Government is spending a lot of money on security matters but the results are minimal. It is high time these things were looked into critically. Those people who are sent to man crime prone areas must be vigilant so that we can see the results of the beefing up of security. (a) Is the Cabinet Secretary aware that the construction of Maua-Athiru-Kiraone-Kilili- Meru National Park road has stalled? (b) How much money was allocated for the construction of the road? (c) When is the construction of the road expected to be completed? (d) Noting the delayed construction of the road, could the Ministry consider taking disciplinary action against the contractor and awarding the tender to a more competent contractor? view

I understand that it has been the situation for many years where young people are not given jobs because they lack experience. This Motion has come at the right time when we have to look after the young people. Apprentice testing and certification centres will be of much importance if established in each and every constituency.   • 7 Nov 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I concur with Hon. Kioni because whatever he is saying makes a lot of sense. We should not just pass a Bill when we know there is a correction which could have been done early despite the fact that it is unprocedural. I request that Hon. Kioni be given a chance to consult with the Leader of the Majority Party. They can agree on the amendment right away and then it can be moved on the Floor. I find it quite sensible. I do not see why we should disregard it. view
