As the Leader of the Majority Party and the seconder have put it, this Bill is meant to cure some of the issues which have been overlooked by builders, planners or those who are charged with the work of seeing how we lay down various structures in various parts of our country. People complain that the Government is not assisting them to address those disasters but the problem is the developers and people who have put up structures that have blocked the way. In the process, we look for a way of streamlining the same, then we pump in money where we can realise the benefits. Look at Uchumi Supermarket. William Chepkut. I remember in the 11th Parliament, we had a similar Motion. Despite not being in the same wordings, every speaker was over-emphasising the need to do afforestation in our country. They patrol the forest every now and then, but the best thing they do is wanton destruction of the forests. They work in cahoots with their seniors and use the local community to destroy our forests. Every night, you see lorries driving out of the forests carrying tonnes of firewood and timber. Tree nurseries which were there when we were young have already been destroyed. I believe this is the last bunch of constituencies which had not brought their names. I support that they also be included in the list. However, we are yet to get the others gazetted. I do not know where the delay is. I remember the Leader of the Majority saying that the gazettement would be done by Friday and up to now it is yet to be done.
