  • 8 Nov 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for your indulgence. I support this Motion, which is long overdue. I thank the Speaker of the National Assembly and the Leader of the Majority Party for moving fast on this issue. As I speak, many Members who were here during the last Parliament are not here with us today. I believe come 2022, a similar axe will fall on many of us. Those who are lucky to have come for the second term like me should be feeling that those who were here with us in the last Parliament should be given a ... view
  • 8 Nov 2017 in National Assembly: lumpsum and then the balance is catapulted slowly so that one can get something at the end of every month, just like the second and the third-timers will be getting. Again, the money is supposed to be paid because we have been investing it. Also, first- timers should get some money from the Pensions Fund or from the Government. Currently, first- timers are only paid their contributions. That is not very encouraging. Again, I appeal to the officers who are supposed to do this, especially the Members we are appointing to the Committee to look into this matter critically. As ... view
  • 8 Nov 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to contribute to this Motion on adoption of Sessional Paper No.7 of 2016 on the Mining and Minerals Policy. Hon. Temporary Deputy Speaker, I support this Policy because mining is one of the unexploited resources of this country whereby we do not know what lies underneath our land. We do not have the expertise as stipulated in this policy and guidelines on how the people who live in those areas where these products are got from the ground would benefit. Even if we look at the structures of our ... view
  • 8 Nov 2017 in National Assembly: According to the Policy, we have the value addition framework whereby whatever we mine, we have ways of adding value to it. When we get gold, we do not export it as raw material; The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 8 Nov 2017 in National Assembly: it can be refined. When we get oil, we need to refine it to add value to it. If we get titanium and other products, we need to have the resources, expertise and machinery so that we can add value to it. That will bolster our foreign exchange earnings. The policy also gives the Ministry powers to guard the local people from exploitation by miners. When Hon. Gikaria was seconding the Motion, he said that sometimes the locals do not know what happens. They just see people come with machinery and start digging the ground, picking materials from the soils ... view
  • 11 Oct 2017 in National Assembly: Thank you, Hon. Speaker for giving me this opportunity to contribute to this Motion, which has just been moved by the Leader of the Majority Party. I support the adoption of this Sessional Paper No.1 of 2017, that is, the National Land Use Policy. Every one of us will agree with me that land is an emotive issue. Land is one thing which nature has given this world and does not expand or grow, but people who live on it are increasing by the day. It is high time we put land into proper use. It is high time we ... view
  • 11 Oct 2017 in National Assembly: This Sessional Paper outlines what should be done in urban areas and rural areas, and the extent to which you can work on land once you acquire it. We have destroyed the forest cover, which is the issue being addressed here. We have been overgrazing our land, especially by pastoralists. We have been over-cultivating land. After some time, you find that the land cannot benefit the people using it. Humans have put themselves in the forefront to destroy forest cover. When we do quarrying or exploit minerals, we do not even cover dams and mines. They end up becoming disaster ... view
  • 11 Oct 2017 in National Assembly: They took very long leases. The Sessional Paper addresses the issue of how long one can hold such land so that at least even peasants or children who will be born in future will get somewhere to live. The Sessional Paper is also addressing pastoralists’ use of land where pastoralists crisscross the arid areas trying to graze their animals even to the extent of driving them into farmlands, where they destroy crops. This is an issue which should also be addressed because if we do not have farmlands, we will not have food. Pastoralists should limit the movement of their ... view
