24 Mar 2010 in National Assembly:
Mr. Speaker, Sir, while I thank the Prime Minister for his explanation on the stalled ESP and his admission that the Ministries are actually not implementing it and that he has requested the Ministries to give him a report, I would like him to clarify to the House the KKVP. We know that by the last General Election we had 12 million young people who were unemployed. In the next election, we will have 17 million young people who will be jobless. In 2017, we will have 24 million young people in this Republic who will be unemployed. I would ...

24 Nov 2009 in National Assembly:
Thank you, Mr. Temporary Deputy Speaker, Sir. First of all, let me take this opportunity to assure the Deputy Prime Minister and Minister for Finance that all of us were impressed with the devolved budgeting that he did earlier in the year. What is important is to ensure that the constituencies tender committees are functioning. For once, we had an opportunity, as Kenyans, to deal with our taxes at the grassroots level. Mr. Temporary Deputy Speaker, Sir, as I support him, there are certain issues which we feel need to be looked into. The Budget was targeting to stimulate the ...

10 Sep 2009 in National Assembly:
Mr. Speaker, Sir, I rise under Standing Order No.76 to make a Personal Statement in regard to what is appearing in the media today and the documents Tabled by the Minister for Justice, National Cohesion and Constitutional Affairs in this House yesterday. Mr. Speaker, Sir, I have had a four-month encounter with the Kenya Anti- Corruption Commission (KACC). That was immediately after National Rainbow Coalition (NARC) took over the Government after the 2002 General Elections. The issues they wanted to find out from me were three. One of them was to look at all the contracts I have ever had ...

10 Sep 2009 in National Assembly:
Mr. Speaker, Sir, on the letter I wrote to Prof. Ongeri requesting him to honour a pledge of Kshs10,000, I argued that Prof. Ongeri was a very senior Minister and there is no way I would have used my position to harass him. Prof. Ongeri honoured his pledge and paid the Kshs10, 000. After four months of staying in my office, they found me to be clean and left my office. What is disturbing is that when one reads what is on the headline of the DailyNation newspaper today, one believes that, that is the team that has looted this ...

8 Sep 2009 in National Assembly:
Mr. Speaker, Sir, In the Printed Estimates of this year, the Deputy Prime Minister and Minister for Finance never indicated that he required to raise funds by selling parastatals. I am wondering how he intends to account for the sale of parastatals that never appeared in the Printed Estimates of the year 2009/2010.

19 Aug 2009 in National Assembly:
Thank you, Mr. Deputy Speaker, Sir. Let me take this opportunity to thank the Minister for his speech this afternoon and the provisions he has made for our internal security. However, there are a few issues that I feel are not properly addressed by the budget. First, there was a requirement to increase the number of police officers and Administration Police officers, so that at least we move nearer to the United Nations (UN) ratio. It is important also to realize that it is not just increasing the number that will help move nearer the requirement of the UN ratio, ...

13 Aug 2009 in National Assembly:
Mr. Speaker, Sir, I just need clarification from the Minister. I did not quite get what the hon. Minister said about spiritual therapy and whether it is classified as traditional medicine. This would help us know where to draw the line between religion and traditional medicine.

16 Jun 2009 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, let me take this early opportunity to thank you for giving me an opportunity to contribute to this Motion. Since Independence, this country has gone through many problems. These problems are lack of equity, equal opportunities for all communities in this country, security and accountability. The Deputy Prime Minister and Minister for Finance tried very hard to address the issue of equity. The only way you can effectively address this problem in this country is to base everything on the constituencies. The Minister tried as much as he could to ensure that we control as ...

16 Jun 2009 in National Assembly:
These four issues, and somebody should correct me if I am wrong, are a major contribution to what happened in this country after the 2007 General Elections. If all the Ministers addressed the four issues, including unemployment and others that made Kenyans turn against each other, we will possibly start seeing a brighter future for our country. We would like the Minister for Finance, together with his officers, to host a seminar for Members of Parliament so that they can explain how the funds will be
