No, I am informing my brother here that there is a distinction between the two. Audited revenue or accounts of revenue are not the same thing as audited accounts which are both sides of Government revenue and expenditure. We have not been able to make this distinction and that is why we continue to wrangle with county governments on the correct percentages.

Hon. Temporary Deputy Speaker, the issue of implementation of parliamentary deliberations keeps arising. I had suggested, previously, that whenever there is a Motion or a Bill touching on the mandate of a Government department, the liaison office of that Ministry should attend Parliament to be able to receive the sentiments of the Members - The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor.

Apparently, this process worked briefly and only used to work when the Ministers came here to answer Questions. Now, the presidential system which we have has weakened the inter- governmental relations, particularly between Parliament and the Executive. In my experience, implementation of any policy measures in Government requires a number of champions in those relevant Government departments. Those champions must be in touch with people of similar views in the House who would wish to see implementation of those particular objectives accurately done in Government. What is happening is as a result of the separation. When CSs are no longer in the House here, we have nobody in the Executive who is likely to build the passion for implementing anything we say here. Thank you, Hon. Speaker. I honestly find this embarrassing. Even if you brought the statistical argument by Hon. Wamalwa that elected women are 20 per cent and that 16 out of the number should get only one Member, honestly, Parliament should provide leadership in the implementation of the Constitution.

If we were to define “as far as practicable” we should have 20 per cent women in each committee in the 11th Parliament. We have shown that we have women in this House who are capable of shouldering heavy workload more than some men. gender principle, it is possible to stretch the membership to a minimum of 20 per cent of women in each committee, even if some of them will belong to three committees. This particular Committee does not have a very heavy workload. There is the urgency and the fact that we already ignored the gender principle when we established this Committee.
