Mr. Speaker, Sir, I am seeking your indulgence to invoke the Committee which is related to production, processing, sales and marketing of rice and also to see to it that farmers in this region are taken care of by the Government. We have dilapidated stores which have been vandalized. It is only the Government which can save the farmers. We need protection from importers and the big merchants who facilitate production of rice. This has led to the impoverishment of rice farmers.

Mr. Deputy Speaker, Sir, this Statement is not the only one with regard to cases of insecurity in this country. These statements on insecurity have been persistent over the years. There must be something wrong with the Ministry of Defence and the Ministry in charge of Interior and Co-ordination of National Government. I believe that the Chairman here has a lot to tell us. What is the work of the National Intelligence Service (NIS), the Criminal Investigation Department (CID) and the Kenya Police Reservists? Mr. Deputy Speaker, Sir, you might have heard what Sen. (Prof.) Lonyangapuo has said about Tana River. He has said the Government has not invested in Tana River to prevent floods downstream. Is he in order to mislead the House while he knows too well that Masinga Dam is on Tana River? This dam was constructed to prevent further problems downstream. We need to be educated on this matter.

Mr. Deputy Speaker, Sir, my point of order is that the Professor is misleading us that that the Government has not done anything on Tana River, while he knows too well that the reservoir, Masinga Dam, is on Tana River.

Thank you Mr. Temporary Speaker, Sir for allowing me to contribute to this belated Motion. It is belated because when we started forming the idea of devolution this idea should have come up. The taskforce that was going round should have made a recommendation in line with this Motion so that before devolution takes place; there can be technological awareness of counties. Thank you Mr. Temporary Deputy Speaker for that observation. We have passed many Motions but one wonders what will happen after all this exercise is done. I remember in the Ninth Parliament when I was a Member of Kirinyaga Central, I moved a Motion requesting the Government to make sure that all secondary schools introduce computer teaching as a subject. This was passed and as a result of that, very many schools have been connected to power. Probably, that is what has led to the increase of people with added technological skills related to computers.
