  • 6 Dec 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to move the following Motion:- THAT, considering that the country spends over Kshs400 million in form of foreign currency when parents take their sons/daughters to other countries for "A" level education; considering further that students from Kenya are at times required to undergo "A" level studies before proceeding to universities abroad; this House urges the Government to abolish the 8-4-4 System of Education and re-introduce the 7-4-2-3 System. Once this Motion is passed, the Government should be able to practise what this Motion is urging them to do. Some of us were teachers in the former system of education and the current one.   • 23 Nov 2006 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister has visited quite a number of dispensaries and health centres in this country. I am sure he has noted that in most of them, there is a serious shortage of laboratory technicians. In fact, most of the dispensaries have closed down the laboratory facility. This means that most of the patients are treated without going through some vital laboratory tests. Could he assure this House that laboratory technicians will be recruited immediately or transferred from other dispensaries, so that they can continue doing laboratory work? view
  • 22 Nov 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. Sometimes I realize that, in rural areas, policemen are the ones who really initiate some of these killings. They do it with malice so that they can either do it through robbery because they want to defend or cover up a certain offence. What measures is the Assistant Minister taking to ensure that those policemen who try to cover up crimes committed by other police officers are unearthed and disciplined so that we can know the ones who are involved in crime? view

But she is trying to suggest that the Ministry is in the process of establishing these schools. I was of the opinion that the process is complete. If the process is not complete, we need to know exactly when it will be implemented. There is nothing which is taking place on the ground. Is the process on-going or complete? view

I am aware that in Kirinyanga District, for example, we have two centres of excellence which were identified by a DEB meeting held sometime back. But there is nothing happening to show that there is implementation of this programme. The question is: When will the Ministry implement what it calls "centres of excellence" programme, so that it can be seen to be doing something?
