  • 18 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, thank you very much for giving me this chance again to second a very important Motion tabled by none other than Mr. Ojode, the former Assistant Minister for Education. I believe he has all the details as he has articulated them very ably in the House this morning. Mr. Temporary Deputy Speaker, Sir, I would like to tell the House that there is need to recruit more teachers. There is need to plan for our education system in this country. There is need to think ahead and imagine that one day, Kenya will be a ... view
  • 18 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, it is true that following the introduction of free primary education - it is even contained in the President's Speech, he attested to the increase of primary school enrolment from 60 per cent to 83 per cent since the introduction of free primary education - we have had enormous increase of pupils in primary schools from 6.1 million to 7.6 million which is an increase of about 1.5 million. So, anybody translating that into what we call Curriculum Based Establishment (CBE) where a teacher is supposed to teach 40 pupils in a class, you will ... view
  • 18 Apr 2007 in National Assembly: Thank you very much, Mr. Deputy Speaker, Sir. I rise to seek a Ministerial Statement regarding the recent war of words between the Board of Governors and the Parents Teachers Association (PTA) of Lenana High School, which is a national school--- view
  • 18 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, I am trying to seek a Ministerial Statement regarding the recent war of words between the BoG, the PTA of Lenana High School and the hon. Member of the area, who happens to be an Assistant Minister for Education. view
  • 18 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, the hon. Member for the area where the school is located. The war of words was regarding the construction of the proposed Dagoretti Educational Centre on the 40-acre plot belonging to the school. Mr. Deputy Speaker, Sir, I am asking the Minister whether he is aware of that and what the Government's position is with regard to this matter. view
  • 17 Apr 2007 in National Assembly: Thank you very much, Mr. Speaker, Sir. I am sure that my colleague is imagining that there are scholarships for both local and overseas studies. My interest is in April 17, 2007 PARLIAMENTARY DEBATES 651 scholarships for local studies. I am sure that the Ministry does not have enough money to provide scholarships to students studying in our local institutions. What measures is the Assistant Minister taking to ensure that there is enough money to award scholarships to students from marginalised areas? Could he consider introducing an education levy to cater for such scholarships? view
  • 11 Apr 2007 in National Assembly: Mr. Speaker, Sir, I think the Assistant Minister is not telling the truth. Could he ascertain that a number of disabled students can compete for university and secondary school places with able-bodied students? My experience is that if an experiment is done and one is supposed to differentiate between blue and green yet one cannot see--- Mr. Speaker, Sir, surely, there must be a policy to deal with this. This policy should be better than what he is telling us now. view
  • 11 Apr 2007 in National Assembly: Mr. Speaker, Sir, I hope the Minister is aware that farmers in Central Province are owed Kshs641 million by the Government following mysterious circumstances similar to those experienced by the sugar-cane farmers in Nyanza. What measures is the Minister taking to make sure that farmers in Central Province get back their money? view
  • 10 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, the problem of Zimmerman Estate applies to many urban centres in Kenya. In Kerugoya-Kutus Municipality, we experience the same problem. In 2003, I asked a similar Question and the Minister said they were going to construct a sewerage treatment plant, but to date nothing has happened. Is the Ministry going to make sure that all urban centres, before they are given municipality status, have sewerage treatment plants as a requirement and as a priority? view
  • 4 Apr 2007 in National Assembly: Thank you very much, Mr. Deputy Speaker, Sir. I think the story of road design and the transfer of funds from one road to another is very common in Kenya. There is a road in Kirinyaga called Baricho-Kagio-Kerugoya and it has been repeated here many times before. The design for this road was done in 1987, money was frozen, the road has been abandoned and now the money which is there for that road has been transferred to another road in Kirinyaga District. What is the Assistant Minister doing to ensure that once a road is constructed and the contractors ... view
