  • 25 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, I thank the Assistant Minister for that answer. However, I would like to ask him whether the idea is to assist co-operative societies or farmers, who are the direct beneficiaries of those societies. In that case, instead of giving Kshs3.2 billion to offset debts owed by co-operative societies, I thought he should have started with the farmers. What is he doing to ensure that farmers will benefit from the revamping of the coffee industry? view
  • 25 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, the directors who were appointed to run the Coffee Development Fund are the source of the many problems that are affecting the farmers. Could the Assistant Minister ensure that all the directors who run the Coffee Development Fund come from coffee-growing areas? That is because they understand farmers' problems and their solutions. view
  • 25 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, this Question is not unique. It is common in very many parts of this country. The main cause is that the TSC has concentrated its power at the Bazaar Plaza. Is it possible to decentralise to the rest of the country some of the activities like disciplining of teachers? This will ensure that teachers can easily access facilities of this nature. view
  • 25 Apr 2007 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. You recall that last week, I alerted the Chair on the Ministerial Statement I sought on grabbing of Lenana High School land. The Minister was to issue that Statement today. view
  • 25 Apr 2007 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to second this Motion that addresses issues relating to the girl-child. This Motion has come at a time when the Government has put a lot of efforts to fund free primary education with the hope that, there will be equity in the access of education by both boys and girls in this Republic. But going by what we have seen in the country-side, it has not been possible to maintain that parity. That has been so because of problems that have been cited by my colleague, ... view

  • 18 Apr 2007 in National Assembly: That is okay. Five minutes is more than enough. Mr. Temporary Deputy Speaker, Sir, thank you very much for giving me this chance to support this Motion. It has come at the right time when we need our children who are in schools to grow to adulthood and become productive agents of our economy. In the 1950s, consumption of alcohol was the preserve of elders. But, as the industrial revolution continued in our country, children and other young people started taking what the elders used to take. To me, that is an abuse. That is why we really need to ... view
  • 18 Apr 2007 in National Assembly: asked the Minister for Education:- (a) what the minimum entry grade requirement is to public universities; (b) how many students have attained this grade since 2003/2004 academic year to date; and, (c) what steps the Ministry is taking to ensure that students with minimum qualifications are admitted to public universities. view
  • 18 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, I would like to thank the Assistant Minister for that very good answer. In response to part (b) of the Question, he said that 189,000 students qualified with grade C plus. What is the actual number of students who joined universities out of the 189,373 who qualified for admission? view
  • 18 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, considering that C+ is a grade that can attract over 200,000 students to join universities, could the Ministry consider giving loans and bursaries to students who score C+, instead of considering only those with B+ and above? Students go to Makerere University in Uganda due to lack of space. They should also benefit from those loans and bursaries. view
