  • 12 Jun 2007 in National Assembly: Mr. Speaker, Sir, the Assistant Minister has told us that, even if it was not Kenya Planters Co-operative Union (KPCU) that was owed that money, certain banks held it. Could he give us the names of the banks and the amounts they owed? view
  • 12 Jun 2007 in National Assembly: Mr. Speaker, Sir, you realise that the same Assistant Minister, when he was on the Back Bench, was vocal about coffee issues. Today, it is like he is trying to evade the truth. It is very serious to hear about farmers who delivered coffee four to five years ago, and have not been paid to date. Could he produce the time-frame within which the first payment will be made, when the interest will be paid and when the final payment will be paid? view
  • 23 May 2007 in National Assembly: Mr. Speaker, Sir, I beg to give notice of the following Motion:- THAT, aware of the high drop-out rate in our public secondary schools arising out of the inability of parents to pay fees, further aware that the Government has instituted various measures and reforms to address the challenges related to access, quality and equity of education; this House urges the Government to establish a fund to be known as the Education Levy Fund to provide for school fees for students from poor and disadvantaged backgrounds. view
  • 23 May 2007 in National Assembly: Yes, Mr. Speaker, Sir. It has financial implications. view
  • 23 May 2007 in National Assembly: Mr. Speaker, Sir, I think the Assistant Minister should be concerned about this Question. It is a reality that we are losing a lot of money to Uganda. At one stage, we thought that this money could be used to put up one, two or three universities along the border if that is the problem. We should put up three universities so that we do not have excess students going to Uganda. Are they having plans to lower fees as it has been asked? When the students get to Uganda and they study in such unaccredited universities, what happens to ... view
  • 23 May 2007 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I need some guidance on this Motion. This is a very important Motion. But when I look around, I cannot see the Minister for Education or even any Minister of the Government. Are we in order to debate a Motion which no Minister will respond to at the end? view
  • 23 May 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this chance to contribute to this wonderful Motion. We have problems. We need not pretend that we have problems in expanding education facilities in this country. We have problems caused by geography. We have areas which by nature are difficult to access. We have areas which are impossible to imagine that they are in this country not of their own fault but just because of fate. We, therefore, have students in the same areas who are supposed to compete with other students from elsewhere in the country which are well ... view
  • 17 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, the co-operative unions, not only in Kangundo, but countrywide, have very crooked officials who embezzle farmers' money. But it takes a long time before they are arraigned in court. For how long will we have these people stay in offices, even after they have abused their offices? view
  • 17 May 2007 in National Assembly: asked the Minister for Health:- (a) whether she is aware that kits supplied to dispensaries occasionally contain expired drugs; and, (b) how soon drugs are replenished once exhausted in these dispensaries. view
  • 17 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, I thank the Assistant Minister for that very good answer. I am most perplexed that at times Ministers do not understand that we belong to some areas where such things happen. In my constituency, another time, we had to destroy some drugs that had expired. They had not expired in the facility but at the Kenya Medical Supplies Agency (KEMSA) itself. When something like that happens, what steps do you take? It is true that they were expired drugs! view
