  • 12 Mar 2014 in National Assembly: If you have been getting and reading reports from the hospitality industry, you will realize that there is a planned strike or demonstration because of the VAT and its effect on the tourism industry. In Malindi right now, we have restaurants and hotels which have closed down and people are complaining that it has become too expensive now to do business. To me, this is the window they have been waiting for to ensure that we correct the situation. view
  • 12 Mar 2014 in National Assembly: On one hand, I am for the Government getting money through revenue collection and taxation. That is all right because we must run this country and we can do so through taxes and funds from all quarters. However, what is the point of taxing the tourism industry to a level where it cannot operate? The Government is there to provide an enabling environment for the private sector to flourish. The tourism industry is one of the sectors that should be able to take a lead or drive this economy forward. As you know, tourism is a very key pillar in ... view
  • 12 Mar 2014 in National Assembly: If we stifle growth in the tourism industry, which is supposed to help in economic growth, where will we go, as a country? Mine is a passionate appeal that when we come to the Committee stage, we look at the tourism-related areas and fix them. We should get it right once and for all. We should have the VAT at a level where it is acceptable to industry players and the Government as well, and as we work towards getting enough revenue for our own operations. The other thing that I am keen on is the issue about visa fees; ... view
  • 12 Mar 2014 in National Assembly: going forward. That way, our people will get jobs, because, as you know, the ICT is a leading sector when it comes to creating employment opportunities. I will be very keen, going forward, to see what we can do--- The very key thing is about harmonizing our taxes across the region. We are one country right now in the East African Community. We need to ensure that taxes in Kenya, Tanzania, Rwanda and Uganda, are more or less at the same level; we should not have too many disparities. • 12 Mar 2014 in National Assembly: On a point of order, hon. Temporary Deputy Speaker. Is it parliamentary language to talk about kukus and mamas in this august House? view
  • 26 Feb 2014 in National Assembly: Thank you, hon. Deputy Speaker for this opportunity. First of all, I would like to thank the Chairman of the Budget and Appropriations Committee for this opportunity. If he is listening I would like him to understand that he is a man who used to pay my school fees when I was in high school, but he is not listening; so, I guess that is a topic for another day. view
  • 26 Feb 2014 in National Assembly: I am here to support the Motion and as I do that, I really want us not to touch anything in the energy sector at all. I am in the Departmental Committee on Energy, Communication and Information, and we have worked through budgets. I think it is very important that we pump a lot of resources into this crucial sector. This is because as you The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 26 Feb 2014 in National Assembly: know we have a very tight programme to ensure that in the next three or four years, the country produces around 5,000 megawatts for our economy to be transformed into a middle-income economy; we only have 40 months to do that. So, we should not touch the budget that we have given to the energy sector. That is KenGen, Kenya Power, Rural Electrification Authority (REA) and Geothermal Development Company (GDC). Institutions need resources to ensure that as a country, we get where we want to be in terms of energy resources. view
  • 26 Feb 2014 in National Assembly: Tied to that is, of course, the issue of the Information and Communication Technology (ICT). If we want to assist ICT in this country then we need to put money in this crucial sector. It is a pity that we have been talking about Konza City all these years, yet right now we do not have any money allocated to that City. I do not know why we have taken all this time to put money there, yet investors will come in and invest in this crucial sector. We have left the whole land lie fallow; nothing is happening there. ... view
  • 26 Feb 2014 in National Assembly: On the issue of food security, we have reports that come May/June, this country will not have food. The Committee has done the right thing to put money in this area, so that we are able to have food reserves and ensure that our people get food when that time comes. view
