  • 3 Dec 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I am very happy to support the approval of Accession to the African Charter on Democracy, Elections and Governance. When we were at the university, the Banjul Charter, which was the African Charter on Human Rights, was very popular. It was done in Banjul and the Chair has alluded to the fact that now, we are on the 5th Charter. Therefore, there have been a number of charters. They have been very useful to the country bearing in mind that this started in 2007, and bearing in mind the coups which have taken place ... view
  • 1 Dec 2020 in National Assembly: Thank you, Hon. Speaker. On top of what the Member has stated, one of the best mitigation exercises has been done by the Mombasa Cement. They have covered up pits and created forests. That should be the standard because this is happening all over the country. It is not only this particular pollution. There are others who emit a lot of dust. Cases of death due to respiratory problems, especially of children, have already been reported. This time, the Committee and the House need to be heard on this so that the environmental impact assessment The electronic version of the ... view

  • 26 Nov 2020 in National Assembly: Thank you, Hon. Deputy Speaker. I have not contributed on this particular Motion and I thank Hon. Mary Wamaua for bringing it. It is very timely because we have just passed the Huduma Namba Regulations and the Huduma Namba law is in place. So, as far as registration is concerned in the country now, the law and the systems are ready, but one thing is left; that is, the administration. We have the law and regulations, but now the issue is about people who are going to implement them. That is why it is very important that we have as ... view
  • 26 Nov 2020 in National Assembly: Centres and those are the areas the Huduma Namba is going to be issued. From the Regulations, Huduma Namba is going to become the only number a person has. That is going to be your identity number, birth certificate number, death certificate number, driving licence number and everything else. Therefore, the moment a person is no more that number remains, but it becomes the death certificate. I hope implementation of that very good plan is going The electronic version of the Official Hansard Report is for information purposesonly. • 26 Nov 2020 in National Assembly: to be taken care of by the people who are employed in the country to deal with that particular matter. The moment we have all that in place, but the people serving are still delaying those services to frustrate Kenyans so that Kenyans can give them bribes, I think… view
  • 26 Nov 2020 in National Assembly: Fortunately, or unfortunately, we must appreciate different cultures. This particular number has been designed to be the birth certificate, identity number, driving licence number and so on. When you activate systems, that number will be produced. A lot of questions were raised when we were making the regulations. When we met the Principal Secretary (PS), Dr. Kibicho and his team from the Ministry of Interior and Coordination of National Government, we raised the concern Hon. Sankok is raising. It reduces the work of processing death certificates because eventually, we will all go. When we go, people who are left have ... view

  • 26 Nov 2020 in National Assembly: Hon. Deputy Speaker, even the best friend of God, Moses, had to die at some point, according to the verses of the Bible - not the speaker. This number is designed to take care of all those documents, and that particular number remains with that person for eternity. One can never be given another number. So, I appreciate the concerns of Hon. Sankok, but we can still change the law and the regulations, if Hon. Sankok brings a Motion to that effect. The death certificate can be one of the documents which are not part of the Huduma Namba . ... view
  • 24 Nov 2020 in National Assembly: Thank you, Hon. Speaker. I wish to comment on Hon. Onyango Oyoo’s Petition. There are many other situations in the country where you have international companies doing a project here and you find that the plight of the locals is ignored. Many foreigners first come to Kenya with proper papers, but the moment they expire, they continue living in the country and working here without proper work permits. I urge the Committee to deal with the relevant department, so that there is an audit. We want local people to get their rightful jobs, which a lot of times are done ... view
