Finally, the two Acts have been combined. The one that is now presented by the Departmental Committee on Justice and Legal Affairs under the leadership of Hon. (Dr.) Otiende seems to have swallowed the one for the Committee. However, I am happy that there was amalgamation and consultations. I believe that even during the Third Reading, the Constitution of Kenya Review Commission (CKRC), which had already prepared some law, can bring in a lot of weight into this. As much as this Act is very urgent because we have a referendum in the offing, it is good that we are ...

referendum Bill we have now, you cannot put a question for that. It would be like sending the whole nation into an examination which is very confusing. So, I think it is going to be specific. You only have multiple choices when the matters are limited to something, for example, if the issues are three. We can have a law limited to three if the issues are only three or limited to six the way we have six elective positions from the member of county assembly (MCA) to the President. If you have six issues, then people can mark out, ...

Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to support this very important Bill. One of the advantages that have been alluded to by Hon. Tandaza is that it is a solution to one of the biggest problems in the coastal area and many other parts of Kenya - the problem of elephants or animals. From his contribution when he was moving, he alluded to the fact that elephants are repelled by that plant. When you do not want your farm to be invaded by elephants, you plant the crop around it and the moment elephants get ...

eastern world, a lipstick is used in almost every minute in the world. If we promote that plant so that it is planted in the Coast and in many other parts of Kenya with similar climatic conditions like Ukambani, we are going to have a cash crop that will sell fast. We have learned even from the medical experts - the doctors in the House - that it is an oxidant. It helps the body to fight poisonous substances because of Vitamin A and other elements which make it very useful. This is a very useful plant and further experiments ...

Policy is very important in every department. I wish we could have more of this. I am aware the Department of Cooperatives also has represented their policy to Parliament. This is because without policy you cannot make or amend laws. The moment you have policy or mwongozo in Swahili, it streamlines the activities of that department. When we amend the laws, we tie to that policy. This is achieved after a very thorough investigation and consultation as to what should be happening in that department.
