  • 11 Feb 2021 in National Assembly: Policy is very important in every department. I wish we could have more of this. I am aware the Department of Cooperatives also has represented their policy to Parliament. This is because without policy you cannot make or amend laws. The moment you have policy or mwongozo in Swahili, it streamlines the activities of that department. When we amend the laws, we tie to that policy. This is achieved after a very thorough investigation and consultation as to what should be happening in that department. view
  • 11 Feb 2021 in National Assembly: We are aware that the Ministry of Tourism and Wildlife especially when it comes to wildlife there are a lot of issues pending in the country. They also occupy a lot of land and there must be a way of demarcating the borders to avoid wildlife conflict with the people. This morning we learnt from Hon. Sawa who was presenting something on a certain crop from the Coast which in Swahili has a better name Mrangi . This is what wananchi in Kenya understand. When this plant is planted around farms, it turns away elephants when they smell it and ... view

  • 11 Feb 2021 in National Assembly: One of the biggest human-wildlife conflicts has been with elephants. This has been witnessed in Taita Taveta, Makueni, Kitui, Meru and many other counties in the country. This has not been resolved. I believe through this Policy we will come up with a system and budget to ensure conservation areas are well secured and fenced. Also, ensure animals do not kill people every other day. You know a life is very precious. The question is; who is more important, the animal or human being. We have to have a balance so as to ensure the animals and human beings are ... view

  • 22 Dec 2020 in National Assembly: Thank you, Hon. Speaker. I was personally known to Hon. Lusweti. At one time he had a difficult election petition which went all the way to the Supreme Court and he was victorious. I also met Hon. Lusweti in the Departmental Committee on Trade, Industry and Cooperatives. We worked together very well. He was very humble. He was a good example of a Kenyan who cuts across all people in the nation and a symbol of unity. On behalf of the people of Makueni, I would like to share our condolences and condole with the people of Kabuchai. We hope ... view
  • 22 Dec 2020 in National Assembly: Although it has been very difficult on the country as it has lost a lot of people, at least you sent a representative while we were at the funeral of our good friend, Joe Nyaga, who was also a Member of this House. He was a Member who believed in Mount Kenya East. I believe you will take up that mantle so that the people of Mount Kenya East know that they have another very good leader in you. I thank you. view
  • 22 Dec 2020 in National Assembly: Thank you, Hon. Deputy Speaker for giving me this opportunity. When COVID-19 struck the world, reductions of taxes were done and, at the same time, a notification was issued that it would be for a while. Kenyans anticipated that taxes would be lowered at that particular moment to stabilise our economy for a short while and then when things improved - and they seem to - the rates would go back to normal. At all material times, there was a notification to all Kenyans that matters in relation to taxes would take that path. Secondly, Kenya and the whole world ... view
  • 3 Dec 2020 in National Assembly: Thank you, Hon. Speaker. I would like to comment on the issue of land in the Coast region. The NLC has a task. One of the things it is supposed to do is to follow the facts. If people have been living on a parcel of land for over 12 years, they are also likely to be declared owners of that land adversarial. So, it would be very clear under the Constitution now that the NLC is angling, and the matter is not before any court for now. The NLC must do its job. I think the Committee, while handling ... view
  • 3 Dec 2020 in National Assembly: Yes. As a practitioner of law, I would like to say that what is happening here is called the lifting of a veil of a company. Ordinarily, this offense may be committed by an individual or by a company. Therefore, in the event an individual commits it, then it is straightforward what Hon. Dawood is saying. However, in the event it is committed by a company, and the company has been sued or the representatives of that company have been charged in a criminal court, then if they were never aware during their defence, then they would show who was ... view
