The justification is that an amount had been interchanged with the two programmes earlier on and it is in the Report of the Committee. One of the issues which had not been considered is that the Film Development Services had already been subcontracted and there was an on-going refurbishment of the film operation areas and theatres. This being a legal body because it is body corporate, then by moving it to the general ministry, the contracts will have a problem. Therefore, even if there is still room for any changes in future, for now, this institution is already tied up.

THAT, the proposed allocation under the programme in respect of Development Estimates, Kshs60,000,000 be deleted and substituted thereof with the figure Kshs140,000,000. These two are related. The Film Development Services had lost some amount, but the two programmes are now balanced. The reason is the amount which had been deducted to the E- Government Services has now been returned to the rightful organisation for development of film services.
