I was saying this is very important because it is still within the purview of Parliament and that this will guide the fees which will be charged in case of planning and schedules to bring to effect the statute made by the CS, Planning will have to come to the Committee of Parliament on Delegated Legislation. Thank you, Hon. Deputy Speaker, for giving me an opportunity to speak on this very important Motion on establishment of civil registration centres in every constituency. Civil registration is not only about birth certificates. Kenya has come a long way with this matter. First and foremost, many other countries which are surrounded by seas and oceans and have a lot of internal waters have a coast guard service. It is very useful in this era whereby we need to secure our territory and territorial waters. The beauty about it is these are specific officers who are trained in a specific manner to handle police work among other works while protecting our territory. Establishment of the Coast Guard Service is long overdue in this country. This Bill should be passed as soon as possible. Its commencement will be upon the approval by the Cabinet Secretary after the President has assented to it. That means the Cabinet Secretary will have the necessary time to put all the mechanisms together. It will become part of our budget because there will be a cost. I believe that this service will generate income in one way or another so that it can also support itself. It is parallel to what is happening with the Kenya Wildlife Service. ...

I support Hon. Duale’s amendment. Irrigation encompasses a very wide field; from engineers to agriculturists to agronomists to contracts being signed. So, you need people with knowledge of law. Hon. Duale’s amendment fits very well into this sub-clause 5(c).

Hon. Chairman, I support that amendment. Nuclear energy needs people with specific qualifications. The word “registered” is good because it makes sure that the person is “sieved”. I am sure that within the engineers’ network and their professional body, this sort of registration exists.

A lot of Members here have heard that when there is a murder case, the suspect is first tested whether he or she is mentally ill and whether they are fit to answer charges. This should not only happen in murder cases but should expand to many other serious crimes.
