The Committee also learnt that KCAA plans to procure surveillance equipment at the cost of US$50 million to enhance border protection especially in detecting illegal drones. The Members raised concerns on the cost-effectiveness of the proposed acquisition of the equipment and the returns on investment. Having considered the Civil Aviation (Remote Piloted Aircraft Systems) Regulations, 2017 and the Interpretation and the General Provisions Act, Chapter 2 which regulate the making, scrutiny and publication of regulations and, having extensively conferred with the regulation-making authority, the Committee recommends that pursuant to Standing Order No. 210(4)(b) and Section 15(1) of the Statutory Instruments Act, the Civil Aviation (Remote Piloted Aircraft Systems) Regulations, 2017, be annulled in entirety for the aforementioned reasons. the Authority, we were shown a video where an aircraft collided with a drone. The passengers escaped death narrowly; a huge aircraft in one of the parts of the country. We also noted that, upon checking with other countries on what is happening, drones are used for security installations exclusively. Although, this matter is in both national and county levels, there has been an allocation to the management of water services, where this Ministry has already made provisions. A very important road was proposed, but unfortunately, it has not been captured. Also, a Government housing scheme was also raised, which was started in the 1990s and was abandoned. I brought a Petition in this House concerning it, which was approved and taken care of. We appreciate that we cannot have all projects taken at once. The Ukia-Emali Road links several counties. I am pleading with the Government and the Committee to probably include this in the Budget in future. Thank you, Hon. Deputy Speaker. I support Hon. Manje’s Petition. In Makueni, we had a similar experience when the railway was being constructed through the constituency. Currently, we have Thwake Dam where land owners are being compensated. There are serious challenges. As much as Hon. Manje would want it to be done next week, we first need to confirm that the money is in the Budget through the relevant Ministry.
