• 11 Jun 2024 in Senate: Mr. Speaker, Sir, I rise to support this Bill. We have a problem with the release of funds to the counties. Every father like you and I know that the day your son or daughter goes out of your house and they are able to stand on their feet, earn their money and determine their own budget, that is the day we can say that the girl or the boy has become independent. Every father like you and I know that the day your son or daughter goes out of your house and they are able to stand on their feet, earn their money and determine their own budget, that is the day we can say that the girl or the boy has become independent. • 11 Jun 2024 in Senate: separation in terms of deposits. This is so that we create two separate consolidated funds. One going to the national Government and the other one for the counties, so that we never have delays. This is going to be a legacy for this House. If we can fight for financial independence of counties by having, even in the interim, a sub-registry or a sub- treasury that deals specifically with counties, then we will be able to ensure proper and smooth flow of funds to the counties. However, we ask some of the other Cabinet Secretaries sitting in Nairobi to come out. For example, the Cabinet Secretary for Education should come out and visit and tell us what we shall do with the children who are in camps. He should come with canvas because the teachers are ready. Namshukuru sana kwa sababu katika sheria hii, ataweka jina lake katika maktaba ya Seneti, Bunge na Kenya mzima miaka itakayokuja kwamba alipitisha sheria ambayo ilipatia kinga ya kutosha kwa akina mama na watoto wanaokuja katika inchi hii ya Kenya. Vituo vingi vya afya havina vifaa vya kutosha kusaidia kina mama kule Tana River wakati wa kujifungua. Nimefurahi kuona Mswada huu unaopendekeza kuwa mawaziri wa kaunti za Kenya nzima lazima wahakikishe kwamba watoto wetu na kina mama wajawazito wanatunzwa vilivyo. Najua kuwa Mswada huu ukipitishwa na Seneti, tutapata manufaa zaidi kwa kina mama na watoto wanaoletwa duniani. Wengi wetu tulinufaika sana na chanjo za bure za Serikali tulipokuwa watoto wadogo. Miaka hii imekuwa shida kupata chanjo katika hospitali zetu za kaunti--- view
