  • 29 Nov 2023 in Senate: Bw.
  • 29 Nov 2023 in Senate: Mr. Deputy Speaker, Sir, I have great respect for the Senate Majority Leader. It is not in my habit to interrupt debate, but I just want to inform him the exact numbers of deaths at Shakahola. There were 428 deaths as we have stated in the Report. The Senate Majority Leader has graciously explained that he has not reached to that chapter, but we have set out the comparison of the people who were killed in various tragedies in this country. It is clear that this was the biggest by far as compared to all those. view

  • 29 Nov 2023 in Senate: Senate Majority Leader, that information is actually there. Do not worry, we did a good job. Thank you. view
  • 28 Sep 2023 in Senate: Madam Temporary Chairperson, it is on the issue that my neighbour Sen. Osotsi was talking about. It is a question of public participation. It has not been dealt with by Sen. Cheptumo. So, he is right. view
  • 28 Sep 2023 in Senate: Madam Temporary Chairperson, there are two proposed amendments under Clause 13 from my side. The first one is the introductory clause. Instead of having what the committee is saying, we make it clear and say: “The Cabinet Secretary (CS) shall provide policy direction for the effective provision of primary healthcare services by county governments and shall, for these purposes”. The way the committee has said, saying ‘CS shall’ is not sufficient but if we put it that ‘the CS shall provide policy direction,’ then that captures the spirit of the Constitution. On the second bit, I concede that the proposition ... view

  • 29 Aug 2023 in Senate: Mr. Speaker, Sir, those of us who are students of history will remember that the 1861 elections in America were very controversial. Mr. Speaker, Sir, Abraham Lincoln was elected President with mainly the support of the North. The Southern States felt that they lost and they felt segregated. Before the President was sworn in, they went to hold a meeting in Montgomery, Alabama where they swore in a new President. 11 States formed the confederacy. That controversy The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the ... view
  • 29 Aug 2023 in Senate: around the election of the President of the United States of America (USA) at that time brought about a civil war that lasted for four years and over 600,000 people died. We are happy that in Kenya, it has not gone that way. People decided to speak before it deteriorated. Matters elections are very critical for the stability of the nation and we need to handle them with care. The critical thing I quote here is what President Lincoln said. He said that we must agree that the popular vote is not an absurdity. We must also settle the question ... view
  • 10 Aug 2023 in Senate: Madam Temporary Speaker, I was to make comments on the statement regarding boundaries that was read to us on behalf of Senator for Machakos, Sen. Kavindu Muthama. I seek to support this Statement because we have had a lot in terms of border disputes. It is not just the question of Machakos border. The boundaries disputes must be resolved. I am speaking with advice that there is a problem right now between the boundary of Kitui and Tana River counties. So, as the Committee looks at the issue of the boundaries of Machakos County, may they also advance their investigations ... view
