It is a very important Motion, especially when we consider the present moment in this country. We should have been a middle income country by now. We failed to arrive at that place. This is because we failed to recognize the fact that development is not an accident. Industrialization is not an accident. It has to be a concerted effort. It needs leadership. Resources here even go up to human resources management. We all know the qualifications for coming to Parliament; you need to be fluent in Kiswahili and English languages. But it should not just remain a dream about empowering the Cabinet Members. Yes, a few constitutional office holders, probably, are already empowered because of the nature of their jobs. But for the Cabinet, they are definitely not! We are not saying that because we are against Cabinet Members. No! We are saying that for the good of the country. view
