  • 27 May 2009 in National Assembly: If we want the Cabinet to drive the reforms that we want; if we want the Cabinet to help the country move forward, then we must do something about it. The Mover has suggested an induction period of about two weeks. But I would suggest that, probably, each peculiar Ministry might require a longer induction for each of those office holders, so that they actually know what they are dealing with. view
  • 27 May 2009 in National Assembly: Madam Temporary Deputy Speaker, it is surprising that when a Cabinet Minister is appointed and happens to be in a Ministry. That he or she understands, actually, you see things moving. But when they are in a Ministry that they do not understand well and nobody is taking time to actually induct and show them what is expected of that Ministry, view
  • 26 May 2009 in National Assembly: On a point of order, Mr. Speaker, Sir. Is the Minister in order to apologize to dairy farmers who were wronged by the previous Government in which he was a Member? Is he in order to suggest that Kenyans should forgive him? view
  • 26 May 2009 in National Assembly: On a point of order, Mr. Speaker, Sir. view
  • 21 May 2009 in National Assembly: On a point of order, Mr. Speaker, Sir. I rise to seek a Ministerial Statement from the Minister for Public Health and Sanitation regarding the fact that there is concern that the risk of cancer in the country is on the rise. While there are many other causative reasons for cancer, it is also known that the causes could partly be attributed to substances such as lead and cadmium. These substances have been used in preparation of plastic containers, which eventually end up containing edible oils and magarines that are consumed by Kenyans. Eventually, these containers end up in the ... view
  • 21 May 2009 in National Assembly: I would like the Minister to tell this House the manufacturers who are using lead and cadmium in the manufacture of plastics. Once these plastics are put through treatment with lead and cadmium, can turn yellow and, therefore opaque, and be used as containers for carrying edible oils. I would like the Minister to clarify who these manufactures are and who use lead and cadmium in producing plastic containers and also those using them to package their food products in Kenya. What is the Ministry doing to end this dangerous practice that is being carried on by businessmen to the ... view
  • 20 May 2009 in National Assembly: Mr. Deputy Speaker, Sir, when somebody is employed in the Public Service, they open a personal file. That personal file is supposed to contain the particulars of that employee. Is there any reason why they do not have those particulars of next of kin, legal dependants and so on, so that after an officer has died they should wait until the the Provincial Administration, the chiefs, provides them with information? When is the Assistant Minister going to ensure that personal files of all employees contain all the information, so that they do not delay payments when a person passes away? view
  • 20 May 2009 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is the Assistant Minister in order to say that they do not usually do that? We are aware they do not do it and that is why I am asking why they do not, and when they are going to start doing it. view
  • 20 May 2009 in National Assembly: On a point of order, Mr. Speaker, Sir. The Deputy Prime Minister and Minister for Finance has informed us that merging the two Ministries is an issue for the two Principals to decide on and yet this Question was sent to one of the Principals. Moreover, this is not the first time the issue of having two Ministers for Health has happened in this country. The complaint is that the duplication is causing problems. The Deputy Prime Minister and Minister for Finance who was delegated by the Prime Minister to answer this Question is refusing to answer it. view
  • 20 May 2009 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I rise to ask the hon. Member for Mumias Constituency to declare his interest. It is in the public domain that there have been instances of incitement of the farmers to uproot their sugar cane. Indeed, the hon. Member was injured in a demonstration with farmers probably on the same cause. So, I request that the hon. Member declares his interest. view
