  • 12 Nov 2008 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me a chance to contribute to this very important Bill and by way of supporting it, I will just say a few things. Mr. Temporary Deputy Speaker, Sir, the digital age or era is with us and yet in Kenya we have behaved like we were ill-prepared for it. I think that has been very tragic because the youths who are coming up now, without being computer literate, I think we have actually bequeathed them a very sad future. While we agree that the digital age is here and we need ... view
  • 5 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, could the Assistant Minister confirm to this House whether that committee's mandate is going to include the DPF and the Pensions Department? A lot of that money is held by those two institutions. The families need to know. view
  • 5 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, I wanted the Assistant Minister to confirm whether the mandate of the committee is going to extend to the DPF. view
  • 5 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, this is very sad. Students have been admitted to university, others have started their studies while these ones have not started theirs. The Assistant Ministser is telling us that they cannot join university because the Council is not in place. Could the Assistant Minister transfer these students to other universities, so that he does not delay their learning any further? They are not getting younger. They are getting older! view
  • 5 Nov 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. This response is very sad. For a long time, the Government has always asked Kenyans what they are doing for Kenya. Now, it is the time we asked the Government what they are doing for Kenyans. I think we should defer this Question to enable the Assistant Minister to bring a more reasonable answer than what he has done so far. view

  • 5 Nov 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, from the time we started contributing on this Motion last week up to now, every contributor has supported it. In fact, we are risking repeating ourselves to the extent that some speakers are now introducing extraneous matters. Am I in order to invoke Standing Order No.80(1) that the Mover be now called upon to reply? view
  • 4 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, I beg to ask the Deputy Prime Minister and Minister 3214 PARLIAMENTARY DEBATES November 4, 2008 for Trade the following Question by Private Notice. (a) Considering that most farmers from Kimilili Constituency are small-scale maize farmers, is the Minister aware that grain traders have been short-changing the farmers by using non-standard methods of weighing the grain, also referred to as "gorogoro", resulting in losses to the farmers? (b) When did the Department of Weights and Measures last approve standards for weighing maize and what are these standards? (c) What action is the Minister taking to protect ... view
  • 4 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, that answer is not quite sufficient. We have been informed that the equipment was checked on 15th September. These are maize traders who are found all over the constituency. I do not know whether all the equipment that is being used has been checked. If that not been checked, what is the Assistant Minister doing about that? These people are carrying maize out of the constituency and impoverishing the farmers. It is important that we protect those farmers. view
