  • 2 Oct 2018 in National Assembly: There was one curious thing when it came to the Pharmacy and Poisons Board and the National Quality Control Laboratories. Somebody somewhere tried to sneak in an amendment to make Pharmacy and Poisons Board swallow the National Quality Control Laboratories. This particular incident was very interesting because the Ministry disowned it. It was very clear that it is not the one that recommended that amendment. So, who did it? Whoever did that is trying to play games with the healthcare of Kenyans. Although the National Quality Control Laboratories is under the Pharmacy and Poisons Board, they have a measure of ... view
  • 2 Oct 2018 in National Assembly: us to look at our healthcare because we are here for the good of our people. If anything of the sort can happen in this House and it gets to the point of appearing in a Bill like this, then something is terribly wrong. I wish to thank the Minister and the staff of the Ministry for agreeing to withdraw that amendment for now, as we wait for the food and drugs law which will be coming in future. view
  • 2 Oct 2018 in National Assembly: Hon. Temporary Deputy Speaker, the Departmental Committee on Health has a lot of work in the sense that, sooner or later, with the passage of the Health Law (Amendment) after the Constitution and now with these amendments, we will soon be looking at various health functions that will again have to be harmonised with the current situation. As I said at the beginning, we need to move with the times and healthcare is quickly evolving that we might have to be looking at these laws and amend them to keep them up to date and in tandem with our needs ... view

  • 30 Aug 2018 in National Assembly: Thank you Hon. Speaker for your considered and judicious ruling considering that you are the head of this legislature. It, therefore, behooves you to always give direction. In your second Communication, you mentioned a very important Article of the Constitution, Article 95, which talks about the role of the National Assembly especially Article 95(2) which says that the National Assembly will consider and resolve matters of concern to the general public. It has left me a bit confused because we have not resolved the issue of sugar, which is a matter of concern to the general public. Would it mean, ... view
  • 28 Aug 2018 in National Assembly: Thank you Hon. Speaker for giving me this chance to also contribute to this Finance Bill. First I would like to congratulate you on your election as the Chairman of the CPA. Without wasting time, I want to say that this Finance Bill is not right. It is very interesting that The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor. view
  • 28 Aug 2018 in National Assembly: with a budget deficit of over Kshs500 billion, we are creating a Finance Bill to try and extract Kshs28 billion from Kenyans. view
  • 28 Aug 2018 in National Assembly: You cannot plug a hole of Kshs 500 billion with a Finance Bill of 30 billion. This is an example of an extractive administration. It is an administration that extracts the last blood from its people. I would recommend to people to read the book Why Nations Fail by Daron Acemoglu and James A. Robinson, because we have reached a point where we are extracting the last drop of blood from Kenyans to plug a hole that we possibly cannot plug. Then a few of us are misled in visiting retired President Moi instead of visiting retired President Kibaki who ... view
  • 28 Aug 2018 in National Assembly: them a little bit more. This Bill will raise chicken feed; it will raise very little money. Compared to the deficit we are running, this Bill cannot possibly cover for it. It is interesting that we tend to think that more taxes are what we require. In fact, when we increase taxes, we shrink the economy—in the sense that the investors are going to take their money elsewhere when taxes are so high. So, as we talk about improving manufacturing and all that, I do not think the attitude of this Finance Bill will be able to enhance manufacturing. If ... view
