  • 12 Jun 2018 in National Assembly: Thank you, Hon. Speaker. I wish to echo what Hon. Olago Aluoch has said. I happen to have been privileged that from the 10th to the 11th and now this Parliament, I was once on PIC, I have been on PAC and I am still on PAC. In fact, what Hon. Maore is saying is not entirely true. The times I have been on PAC, whatever investigations we have done have been based on the Auditor-General’s report. In fact, in the NYS I investigation, we requested for a special audit by the Auditor-General, which was then presented to the committee ... view
  • 12 Jun 2018 in National Assembly: That is not entirely true. Moreover, for PAC it is very important that we stay abreast of the Auditor-General’s reports because once they are adopted by this House it is when the share of revenue for the counties is determined. So, it is not entirely true to say that PAC has been chasing the cameras and so on. That is not true. Every investigation we have done, since the last Parliament, has been based on the reports of Auditor-General. Thank you, Hon. Speaker. view
  • 12 Jun 2018 in National Assembly: On a point of order, Hon. Temporary Deputy Chairlady. view
  • 12 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. When I look at what we have just done on Vote 1064, if you put the Recurrent and the Development vote together, the total comes to over Kshs13 billion. When you read the original that we went back to, the total is Kshs10,156,413. Is it a misprint? view
  • 12 Jun 2018 in National Assembly: Thank you. VOTE 1066 - STATE DEPARTMENT FOR EARLY LEARNING AND BASIC EDUCATION THAT, a sum not exceeding Kshs98,930,286,284 be issued from the Consolidated Fund to complete the sum necessary to meet the expenditure(Recurrent & Development)during the year ending 30th June, 2019 in respect of Vote 1066 (State Department for Early Learning and Basic Education). view
  • 12 Jun 2018 in National Assembly: Thank you. I was going to echo what the Leader of the Minority Party has said. It is wrong, if the Treasury has been under-allocating finances and now they are trying to recover to pay back what they failed to pay. Then we say that the Equalisation should not get this money. That is the same thinking in this House that made us decide that the NG-CDF will be shared equally. I call it some sort of jealousy, which is wrong. As a House, we cannot operate like that. I believe that we should reject this amendment so that the ... view
  • 17 Apr 2018 in National Assembly: Thank you, Hon. Speaker, for giving me this chance to also pass my individual condolences and on behalf of the people of Tongaren and the people of Bungoma County to the family of the late Kenneth Matiba. It is true to say that Kenneth Matiba has paid the ultimate price in trying to ensure there is democratisation of this country. He has not just paid with his life, he has also paid with his wealth in the sense that he went out of the norm. Being a fairly wealthy Kenyan, he got out of his comfort zone to risk life ... view
  • 17 Apr 2018 in National Assembly: somebody else talking about benevolent dictatorship, are we not losing the game? Those are the things that people like Matiba fought against. For us to keep his memory clear in our minds, we should ensure that there is democracy. We should not be ruled by an individual who then goes ahead to destroy the Opposition the way they try to destroy Kenneth Matiba. It is good that despite all they did to him, God gave him many years to live so that he can be a reminder to all of us who are in politics that we need to contribute ... view
  • 27 Mar 2018 in National Assembly: Thank you, Hon. Speaker. Is the Leader of the Majority Party, whom I respect very much, in order to mislead the House that Hon. Waluke is the MP for Hon. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 27 Mar 2018 in National Assembly: Wetangula, when we know that the MP for Wetangula is Hon. Lusweti Mukwe of Kabuchai Constituency? He should not mislead the House. view
