I hasten to add that all the things that have been said about KNH are true. There is overcrowding, understaffing, underfunding and ill equipping. All those are true. Probably, much more is happening.   • 27 Mar 2018 in National Assembly: a simple mistake like equipment management service which is a national Government contribution to county governments yet they forgot to equip their own hospitals. By the Constitution, the national Government runs the health services but they forgot to even put equipment at KNH. The KNH now does not even have a functional MRI. In my view, with the capacity of KNH, they should have about five MRI equipment working. We even forgot to equip KNH. This happened in the last Parliament. A Bill was introduced by Sen. Khalwale in the Senate to amend the Political Parties Act. The Senate passed it but when it got to this House, it lacked a seconder so it flopped. Therefore, as per our rules and regulations, a mediation committee was set up to mediate that particular Bill.   • 17 May 2017 in National Assembly: Article 226(5) of the Constitution reads very clearly that if the holder of a public office, including a political office, directs or approves the use of public funds contrary to law or instructions, the person is liable for any loss arising from that use and shall make good the loss whether the person remains the holder of the office or not.   • 17 May 2017 in National Assembly: process, they misappropriated a lot of money. The same thing has happened to the Ministry of Devolution and the NYS. They suddenly end up with a huge amount of money which they feel they must spend to show that they are working and, in the process, they call their cronies and they start misappropriating the money in what I would call crony capitalism. It is the worst form of crony capitalism ever exhibited anywhere on this earth. It is very sad that this country, which is working very hard to industrialise and develop, can actually allow such a scam to ... view

Temporary Deputy Chairman, I beg to move: THAT, Regulation 9 of the Draft Elections (Technology) Regulations, 2017 is amended in sub-regulation (2) by deleting the words “The commission may publish” and substituting therefor the words “The commission shall publish”. This is because sub-regulation (1) states that “the commission shall issue a public notice specifying the date, time and place of the testing and invite stakeholders to attend.” If that is “shall”, then it follows the rest should also be “shall”. It should not now be by discretion when we get to sub-regulation 2. view
