  • 1 Apr 2015 in National Assembly: The President fulfilled what the Truth, Justice and Reconciliation Commission (TJRC) Report wanted him to fulfill. That TJRC Report is before this House. The President asked us to process it. However, this House amended the TJRC Act to ensure that this House will now amend the TJRC Report, which was not the intention.   • 1 Apr 2015 in National Assembly: There is also the issue of the fight against corruption. We have always wanted to fight corruption. It is good that the President has finally realised that we need to fight corruption. Yesterday, as we started debating this, the Chairman of the Departmental Committee on Justice and Legal Affairs, tabled a Report here asking us to approve the appointment of Winifred Guchu who is also mentioned in this Report. Deputy Speaker, when you look at the Public Audit Bill which is before this House for the Third Reading, we are emasculating the office of the Auditor-General. How are we going to fight corruption? When you look at the Anglo-Leasing scandals that were unearthed by His Excellency‟s party, when he was in the Opposition in this House, they related to security purchases.   • 25 Mar 2015 in National Assembly: Thank you, hon. Speaker, for giving me this chance to add my voice in support of this Bill. Hon. Speaker, we are allocating more money to the counties. As other hon. Members said, the percentage for the counties has gone up and, therefore, lowering the national Government’s percentage. This tells us that we have to bake a bigger cake. It tabled a Report in this House on devolved healthcare and what needs to be done. That Report is the property of this House. If you read through that Report, you will get solutions there.   • 25 Mar 2015 in National Assembly: says that the national Government will take care of national referral services. It does not say the national referral services will only be in Kenyatta National Hospital and Moi Referral Hospital. I am aware that the last Cabinet approved a national referral center in every county. If that were the case, there would be no need for this conditional grant. Now that the Vice-Chairman of the Committee on Implementation is here and is wondering on how to follow up the issue of the conditional grants, actually, as the Committee on Implementation, you are mandated to ensure that things are implemented and I believe that in that same breath, you should be seized of the Committee Report from the Departmental Committee on Health on the issue of devolution of health services.
