If they had let hon. (Eng.) Gumbo to give his amendments before the Chairman, then you would not have had a problem. That is the problem that you are having right now. I hope that in the other amendments that are coming, they will follow the order so that it does not muddle up everybody’s thinking. Thank you.

Thank you, hon. Speaker. I agree with the sentiments of the Leader of the Majority Party and my Deputy Leader of the Minority Party. However, mine is a bit different. There was an issue the Leader of the Majority Party raised about Money Bills emanating from this House, and not from the other House. Regarding the issue of Money Bills from either the Senate or the National Assembly, what is listed on the Order Paper are essentially amendments to such Bills by the Senate. As you address yourself to that matter, could you, please, guide us? For instance, there is the County Governments (Amendment) Bill, and the Senate takes care of the county governments. Could you guide us and the public generally, including the Senate in a way, in the sense that if they have an amendment they wish this House to consider and it happens to be a Money Bill, which route they ...

Hon. Speaker, thank you for this chance. This kind of situation calls on you to do a precedent setting review of the whole matter. With the new constitutional dispensation, this Budget Policy Statement will be coming to the House every year. The way things appear, we are not privy to that Budget Policy Statement until it is tabled by the Chairman of the Budget and Appropriations Committee. Thank you, hon. Speaker. I stand on the same Standing Order No.227 regarding petitions, and where it says that the Speaker might allow a few of us to comment on petitions. What hon.
