  • 29 Apr 2014 in National Assembly: Hon. Temporary Deputy Chairman, the Chair of the Departmental Committee on Finance, Planning and Trade talked of pre-negotiated expenses and felt that the amendment would cure any possible mischief. Pre-negotiated expenses can still come to 30 per cent of Kshs30 billion. I do not know whether the amendment is curing anything. If we really want to cure anything, we must propose amendments that really cure it rather than come up with cosmetic amendments. If the intention of this Bill is to circumvent certain provisions in the Public Procurement and Disposal Act, pre-negotiation is really not going to be a cure ... view

  • 23 Apr 2014 in National Assembly: Thank you Chair. The amendments by the Committee do not take care of all the issues that I wanted to take care of; as you said earlier, considering that everything needs to be approved by the Committee, if I insist on medical equipment and laboratory reagents, this might just delay the whole process. So, I am willing to drop my amendment in favour of the one by the Committee, which takes care of the raw materials. We can wait for another day to have medical equipment exempted. This is because, as the ruling stated, whatever we do has to be ... view

  • 22 Apr 2014 in National Assembly: Hon. Speaker, you had already said that you are up to the task to handle this. I intended to suggest that perhaps the Leader of Majority Party should rein in his troops and make them work. I would suggest to him that maybe one of the things to make them work is for the ones who are consistently not bringing Statements, he can withdraw their parking space slots and give them to my deputy party leader and that way it might make them wake up and work. view
  • 1 Apr 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker, for giving me a chance to contribute to this very important Motion, which reads “THAT, the thanks of the House be recorded---”That means we either support or oppose it, but we cannot do that. I had to look very keenly at everything to find out what I can thank him for. It has been very difficult because right from the outset, I looked at the Order Paper of that day. The business was supposed to start at 2.30 p.m. but the President came in at 3.00 p.m., some 30 minutes late. That already tells ... view
  • 1 Apr 2014 in National Assembly: the functions one afternoon, including flags and “His Excellency” title and their world went upside down. Look at the health sector; His Excellency the President mentioned that there are some professionals who are against devolution. The health professionals have never been against devolution. They have been for devolution. They are just concerned that the manner in which devolution is being implemented is dangerous to provision of health care services in this country. Health services were devolved too fast. People did not know where they stood. Health care service delivery was breaking down because the function was devolved precipitately, yet the ... view
  • 1 Apr 2014 in National Assembly: Hon. Temporary Deputy Speaker, the whole matter of devolution is supposed to be given three years, during which you check the county governments and see if they are ready for any function before you devolve it. That bit was not followed. view
  • 1 Apr 2014 in National Assembly: It was not! Hon. Temporary Deputy Speaker, finally--- view
