Mr. Speaker, Sir, many parents that meet such a calamity end up being destitute or bankrupt because of the high medical costs. We are aware that the Ministry has kept on promising that they will be bringing a Social Health Insurance Scheme Bill to this House. Could the Assistant Minister tell this House when this Bill will be brought to the House so that we can save the plight of many Kenyans who are suffering from these astronomical bills?

Mr. Temporary Deputy Chairman, Sir, I think the Executive is trying to claw back some of the powers that the Legislature had taken, in the essence that the selection panel that is going to be constituted--- In the other selection panels that have been constituted, the names have even come to Parliament for approval. Thereafter, the selection panel go and start functioning. So, I do not understand why this particular one should not be done that way.

On a point of order, Mr. Deputy Speaker, Sir. Hon. Ruto, with all due respect, I did not intend to interrupt you. But is the Member in order to mislead the House that the Committee intends to torpedo the scheme and yet, our first recommendation is that the Government ensures continuity of civil servants and members of the discipline forces’ medical insurance scheme currently underway? Even in my contribution in seconding, I insisted that the programme is so important and we should not do anything to discontinue it. Is the Member in order to mislead the House?

Thank you, Madam Temporary Deputy Speaker, for giving me this chance to also support the Public Service Commission Bill, 2012. First, I would like to congratulate the Minister for bringing this Bill before the House. The PSC as it is constituted now is probably guilty of the skewed employment methods in the public service in the sense that right now the human resource audit of the public service is definitely skewed on tribal and regional lines. The new PSC should endeavour to correct this and in future also endevour to ensure that all those people who are eligible are given ...
