Mr. Speaker, Sir, as you notice, the hospital bill incurred was Kshs172,000, of which the family managed to pay Kshs25,000. That means even though the family had difficulties in paying the bill, which might have inconvenienced them, it means KNH has also lost money. The last time a similar Question came to this Parliament, the Minister said that there was a Social Health Insurance Bill awaiting Cabinet approval. Can the Assistant Minister inform this House the status of that Bill now, because it will be the answer to most of these problems?

Mr. Temporary Deputy Chairman, what had been put down as Clause 51 and later on ommitted from the old Bill talks about transition. There is nothing about transition in this Bill. As we have been forming constitutional commissions, all the constitutional commissions have had some transitional clauses as to how we transit from the current into the next one. So, I do not know if that has been really left out.

Mr. Temporary Deputy Speaker, Sir, mine is brief and I am going to speak as a clinician. Usually when you are presented with a patient who is unwell, you look for the cause. You might give a little pain killer to relief the symptom. Now this issue of tuition is only a symptom. Let us look at the cause and we know the causes. The cause is underpayment of teachers and understaffing. That is the cause! Mr. Deputy Speaker, Sir, in the last financial year, the Committee on Health, working with the Budget Committee, recommended that a substantial amount of money be allocated towards the purchase of cancer diagnostic and treatment equipment. But, up to now, we have not seen any of that equipment in any of our hospitals. Could the Assistant Minister explain to this House when they intend to purchase the equipment with money that we fought for very hard with the Committee on Health and Budget Committee, to be allocated to the Ministry of Health?
