Mr. Speaker, Sir, as the Assistant Minister explained those tragic events that involved the Minister for Fisheries, it is clear that the police officer, one Maitha who lost his life, laid down his life actually for the survival of the Minister. Given that bodyguards are laying down their lives for the people that they protect, what is the Ministry doing about the backlog of payments to the police officers, who were promised an increment and have not received it? It is now clear that actually these police officers are even laying down their lives for our survival.

Mr. Speaker, Sir, I wish to thank the Assistant Minister for that concern for this poor soldier. The Assistant Minister has explained to us that possibly the condition that led to the discharge of this soldier could be something related to a psychiatric condition and perhaps that is what has made him unable to go before the Assistant Minister. The Assistant Minister is aware that his condition could be what is making him not to come and therefore, being produced before him might be difficult. Mr. Temporary Deputy Chairman, Sir, these definitions, as they were put in the Bill, appeared to, at times, be rather severe to the extent that some definitions were out of what would be called the “Codex Alimentarius” standard of the WHO. This Bill is based on that WHO Code. So, when we have definitions that go outside that code, it means that we have actually made things quite different from what the code intended. Mr. Temporary Deputy Chairman, Sir, I wish to support the amendment for the following reasons: When you look at the code of conduct by the World Health Organization (WHO), Article 7.5, manufacturers and distributors of products within the scope of this code should disclose the institution to which a recipient health worker is affiliated, any contribution made to him or on his behalf for fellowships, study tours, research grants, attendance at professional conferences or the like, similar disclosure should be made by the recipient. On a point of order, Mr. Temporary Deputy Chairman, Sir. Probably, my Chairman was not able to explain clearly as we had asked. Clause 8 states that:- “A health worker or a proprietor shall not – (a) accept from a manufacturer or a distributor of a designated or complementary food product- (i) a gift”. We have not deleted that. “(ii) financial assistance”. We were trying to qualify that. On a point of order, Mr. Temporary Deputy Speaker, Sir. Is the Assistant Minister in order to blame all those rounding up errors to computer errors, yet we know that computers can be made very accurate? Has he just been infected by the syndrome of his Principal that whenever they make a mistake, they blame computer errors?

Thank you, Mr. Deputy Speaker, Sir. The Assistant Minister mentioned that this group life policy was under the United Insurance Company. Given that the armed forces is such a large organization, the group life policy is a very lucrative contract for any company to win. Was any due diligence done on this company before it was awarded the tender? Considering that United Insurance Company was not the most reputable company at the time, was due diligence done before it won the tender?
