When I first raised this issue in this Parliament, as the Leader of the Majority Party has said, I talked about setting up laws for posterity and for the good of the country. Whenever we set up laws, we should not think about ourselves but we should think of the future of the country. view

Deputy Speaker, while I agree with the Motion as it is, given the current settings in the House, it is okay but I would plead with the Procedure and House Rules Committee that at the end of this Parliament they should also institute another amendment to the same amendment that we are doing today. The Leader of the Majority Party said that the Government is going to put in about Kshs5 million to rehabilitate schools and in the process he told us that there are about 12 schools, which was disputed by the person who asked for the statement. However, even if it were 12 schools and there is Kshs5 million and eight of those schools have been completely destroyed, when you do mathematics, it means each school is getting about Kshs416,000.   • 15 May 2013 in National Assembly: On a point of order, hon. Speaker. I rise on Standing Order 107 (1) (f), that the Leader of Majority Party’s conduct is disorderly. The hon. Member is deliberately giving false information to the House that those schools were accessed, when we have been told by the area Member of Parliament that they are inaccessible and so, they could not have been accessed. So, the Leader of Majority Party is even giving false information to the House. So, I rise on a point of order under Standing Order 107 (1) (f), that he be found grossly disorderly. view
  • 2 May 2013 in National Assembly: Thank you, hon. Speaker, Sir. If you recall, I sort of set off the issue of these Committees the other time we sat. I did that because I foresaw that it was going to cause a bit of friction and I hope that we would have nipped that friction before we got to it. view
  • 2 May 2013 in National Assembly: These two Committees have generally been causing a bit of a problem in this House from the Seventh Parliament and the other Parliaments that have been there before. There are times when the Standing Orders have clearly said that the ruling party will have the majority and it will be chaired by the Opposition and so on. So, the two Committees have, historically, been a problem in this House. So, this is not something new. I think that not being something new, it gives this House a chance to deal with the matter once and for all. view

Cheboi has said that perhaps we leave out those two Committees and bring the other Committees so that we can start work, I would also like to tell the Majority party that sometimes it might appear that you are losing when you are actually gaining. This is in the sense that in this House, you have the majority. So, whatever Report those Committees will bring will be subject to the Members of this House to pass.   • 25 Apr 2013 in National Assembly: Thank you, Hon. Speaker, Sir. First of all, I would like to thank the Committee for the hard work they put in at such a short notice. That should be a lesson to us as legislators to know that whatever legislation we put in should is for posterity and is not for expediency. That is why we are ending up amending our Standing Orders so often; this is very unusual in many parliaments of the world. view
  • 25 Apr 2013 in National Assembly: Hon. Speaker, Sir, the issue of the size of the committees should not worry the hon. Members because the committees are allowed to form sub-committees to deal with different departments in the various Ministries, if that is necessary. So, there is a way around it. I think that can be solved very easily. However, my main issue is on Standing Order No.205 and Standing Order 206, which provide for the Public Accounts Committee (PAC) and the Public Investments Committee (PIC) – the two oversight committees.
