Thank you, hon. Speaker. I would like to thank the Chairman of the Departmental Committee on Transport, Public Works and Housing for that very elaborate response to the request for the Statement. I also want to thank him because he has finally realized that the Prime Minister had a very important role in this country.

The Chairman has mentioned in his Report that along the way the Committee also decided to do additional work, which they had not been requested to do by showing how the project will impact on the economy of this country. This was not part of the Statement. I am wondering why they did not find it prudent to also do additional work and undertake a comparative study on the cost of this railway line vis-à-vis railway lines in other countries, whether they are dual track or single track, and whether they are electric or locomotive. Hon. Speaker, I heard the Leader of Majority Party mention something about the pending constitutional Bills that have to be passed by August. He suggested that the Constitutional Implementation Oversight Committee should get involved. Yesterday, I know you dealt at length with the issue of non-performing committees. The CIOC is a very crucial committee as we implement the Constitution. However, as matters stand now we have let the CIC run away with the ball and do everything as they wish. Hon. Thank you, hon. Deputy Speaker. I wish to thank the Leader of Majority Party for that attempt to answer the question, but he has left a lot of questions rather than answers. Kenyans out there know that the entourage secured over Kshs.400 billion. He is informing us that the Government’s part of it was just around Kshs.15 billion. He has not told us the amount that the private sector secured. He could have enumerated to us what sort of loans these were, and which sectors are to benefit. That would have been more satisfactory to Kenyans.

Hon. Speaker, Sir, I still would like your guidance on this. When I go through the Constitution on the functions of the National Assembly and the Senate I understand, while I respect your ruling, these are policy issues. It is supposed to be with the consultation of the Speaker of the Senate. When you concur that this has got only policy issues, then we can go ahead and debate it. I do not know whether that had been done but, I fear the way we are having it, there is no need to light more fires.
