  • 17 Nov 2011 in National Assembly: asked the Minister of State for Provincial Administration and Internal Security:- (a) what he is doing to arrest the killers of one Franklin Walubengo Mutoro near Naitiri Market in Bungoma North District on 29th August, 2011; (b) what measures the Ministry is taking to arrest the deteriorating security situation in Kimilili and whether he could order frequent night police patrols in the affected areas; and, (c) whether he could also ensure that all police officers who have served in the area for over three years are moved immediately to improve policing service. view
  • 17 Nov 2011 in National Assembly: Mr. Speaker, Sir, while I would like the thank the Ministry for acting very fast and posting an OCPD to the place, part “c” of the Question was very specific: “Could the Minister also ensure that all police officers who have served in the area for over three years are moved immediately to improve policing service?” He has answered it by saying it is the policy of the police service to move or transfer officers who have stayed in one station for three years or more. I knew that policy. That is why I asked when they are going to ... view
  • 17 Nov 2011 in National Assembly: Mr. Speaker, Sir, as I said earlier, indeed, they have stepped up most of what the Assistant Minister has just said, in an attempt to reduce the amount of thuggery and insecurity. However, up to now, nobody has been apprehended in relation to that killing, apart from very many other killings. The motorcycle has never been recovered. We have a new Officer Commanding Police Division (OCPD) sitting there on his own, without the requisite equipment and manpower to fulfill his duties. Could the Assistant Minister inform the House when he will ensure that the OCPD is fully equipped to discharge ... view
  • 15 Nov 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. Is the Assistant Minister in order to accept that they are paying money which was spent in ineligible circumstances and in the process also tell us that they are refunding the money in ineligible circumstances because the money appropriated by this House was not for that purpose that they are spending that same money on? So, it is again another ineligible expenditure. Is he in order to continue misleading the House that they are spending the money regularly and yet the way they are spending it is ineligible? view
  • 9 Nov 2011 in National Assembly: On a point of order, Madam Temporary Deputy Speaker. Is the Assistant Minister in order to stand up and tell us that the Government is in control without telling us what it is in control of? Is it in the control of the drug cartels or what? view
  • 9 Nov 2011 in National Assembly: Madam Temporary Deputy Speaker, now that in the East African Legislative Assembly (EALA), the debate is on, on a Bill related to plastics and given that the Kenyan industrialists have invested heavily in plastic industries, what pre- emptive action is the Ministry taking to make sure that when that Bill becomes law, it does not impact so negatively on the plastics industries in this country which will lead to lose of investments and large numbers of people losing their jobs in the plastics industry? Assistant Minister, you could keep it brief. I know you do not answer Question frequently and ... view
  • 9 Nov 2011 in National Assembly: On a point of order, Madam Temporary Deputy Speaker. Is the Assistant Minister in order to imply that polythene is not related to plastics industry, yet that is still part of the plastics industry? view
  • 9 Nov 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. Is Mr. Duale in order to mislead the House that the Minister stepped aside after the House censured him when we know he stepped aside before the House censured him? view
  • 8 Nov 2011 in National Assembly: Madam Temporary Deputy Speaker, I sat listening to the Assistant Minister with a very sad heart. His combative mood showed that the doctors are up against a hard rock. From his tone of address, it shows that he is not really interested in amicably solving the problem. He even showed the callous nature of the Ministry by insinuating that no patient has died and yet people are not going to hospital because there are no doctors, so, they could be dying at home. The Assistant Minister is not aware even of those who have died at home. That is the ... view
  • 8 Nov 2011 in National Assembly: Madam Temporary Deputy Speaker, the Ministry has studiously privatized health care so that people end up in the private institutions instead of public hospitals and the poor who end up in public hospitals end up suffering. The Assistant Minister has said that the Treasury has agreed to avail some money from July, 2012. Is that available or is that a wish list? That is a wish list. How can the Assistant Minister tell us that this money will be available in 2012, and yet we do not have any concrete evidence of the availability of that money? How much money ... view
