  • 7 Sep 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the situation we are having now is tragic. Children of up to Class Six cannot read English books, because there are no teachers to teach them. That is the real situation. Now, teachers in this country, through KNUT, are doing us a favour by bringing this into public light. This is what is happening in our schools. The teachers are frustrated. They are unable to cope with the number of children in schools, and these numbers are growing day and night. Something else that is growing day and night is Kenya’s economy. We are raising ... view
  • 7 Sep 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, what that teachers are saying is that Kenyans should see the light, and put the requisite number of teachers in our schools, so that our children can be taught well. I would like to say that KNUT, for once, are spot on. They have seen the problem and given us the solution. We have refused to see the solution; so, they have left the classrooms. By the way, even their not being in the classrooms at the moment might not make much difference for our children, because even when they are there, they are not ... view
  • 7 Sep 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, Early Childhood Development (ECD) is something that is supposed to be adequately catered for by the Government, but it has not been catered for. The foundation you give your children from three years onwards inform of ECD is what determines the future kind of education of the child. When ECD is not provided, actually we try to develop a country full of morons – people who have no comprehension from education, yet they have got the papers; because there were no teachers to teach them, they just got papers. Mr. Temporary Deputy Speaker, Sir, we ... view
  • 7 Sep 2011 in National Assembly: in this country. In fact, I would urge the Mover of this Motion that the next step is to bring a substantive Motion so that we can force this Government to bring money here to pay those teachers rather than through a Motion for Adjournment. This is a more serious issue than trying to make politics out of it. This is a very serious issue about the education of our children and about the future of this country. Mr. Temporary Deputy Speaker, Sir, with those few remarks, I beg to support. view
  • 1 Sep 2011 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this chance to also add my voice in support of the nominees for the Board to vet Members of our Judiciary. Mr. Temporary Deputy Speaker, Sir, it might appear that as time goes on, we are quite on the right path to reform our Judiciary, but we should take cognizance of the fact that the Judiciary is not the only cog in the justice world, for providing justice to Kenyans. As we proceed to pass these names and have our judges and magistrates vetted, we must remember that we are ... view
  • 25 Aug 2011 in National Assembly: Mr. Speaker, Sir, I rise to present a Petition on behalf of the electorate of Kimilili Constituency. It reads:- “We the undersigned, who are citizens of Kenya and farmers in Bungoma North District of Kimilili Constituency in Bungoma County, wish to draw the attention of the House to the following:- (a) That the Ministry of Water and Irrigation, through the National Water Conservation and Pipeline Corporation, has embarked on a project to build a dam on River Nzoia. (b) That dam is going to cover over 40 square kilometres and will affect six locations of Bungoma North District; namely, Kabuyekwe, ... view
  • 23 Aug 2011 in National Assembly: Mr. Deputy Speaker, Sir, I rise to request for a Ministerial Statement from the Minister of State for Provincial Administration and Internal Security regarding spiraling insecurity in Bungoma County over the last one month. In the Statement, the Minister will explain the following:- What is the cause of the recent upsurge of insecurity that has seen the murder of the acting chief of Mukuyuni Location on the night of 18th August, 2011; the Deputy Mayor of Webuye and that of a businessman Mr. John Wekesa at Sihendo Market? What measures is the Minister taking to ensure security in Bungoma County ... view

  • 23 Aug 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I rise under the Standing Order No.119 (2) to move an amendment to the Report by the Committee of the Whole House. I beg to move:- THAT, the House doth agree with the Committee in the said Report, subject to the re-committal of the Bill in respect of Clause 14 to the Committee of the Whole House. view
  • 23 Aug 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I need to explain this further, so that I can carry the House to understand my thinking on this. That particular clause is the one that we amended and removed the 14 days notice. We said that you can just give notice and switch parties immediately. That sword cuts both ways. You could have your nomination papers well laid out and as you go to present your papers, somebody tells you that your supporters have actually defected that very day. So, it is dangerous to all of us. view
