On a point of order, Mr. Temporary Deputy Speaker, Sir. I wish to seek your guidance. This Question and the Member who have asked it, seem to have implied that merely by circumcision, one prevents HIV/AIDS. This might give the wrong message to Kenyans who might think that if they are circumcised, they are immune to HIV/AIDS. Could I be in order to ask that this be expunged from the records of this House, so that we do not give that wrong concept to the Kenyan public?

Mr. Temporary Deputy Speaker, Sir, I have listened to the Assistant Ministerâs answer; he has definitely shown that there has been mismanagement of the seed production areas in this country. This is in the sense that there was no crop failure in Uasin Gishu, North Rift or Trans Nzoia, where the seeds are mainly produced, yet the Kenya Seed Company did not ensure that they produced the right quantities of seeds. What is the Assistant Minister going to do to ensure that this mismanagement does not recur since it could have been deliberate so that some sharks can import seeds?

Mr. Temporary Deputy Speaker, Sir, perhaps, the Assistant Minister should be informed that when investigating to ascertain if the canine has rabies, it could actually take some time. It includes quarantine and, probably, culture. To get rabies cultured, it takes a very long time. Perhaps, that is what the Assistant Minister should be telling us instead of saying that he could not find the doctor. The doctor is, probably, available, but the time required to get the results is, probably, the problem.

In the Statement, I wish the Minister to explain how 5,000 youths were recruited and yet from the districts only slightly over 4,000 were recruited. Where did the other 1,000 come from and how were they exempted from the conditions that others who were recruited in the field had to face? In the Statement, the Minister should also inform the House as to what has happened to the officers who were said to have given out fake joining letters to candidates who wanted to join the NYS at a fee. Who were these officers and what action has been taken?

Mr. Speaker, Sir, in the Statement, I wish the Minister to also clarify to us, whether it is true that the Director of NYS might be over the mandatory retirement age of 60 years for public service and why his contract was extended. If, indeed, it is true that there is a probe by the KACC, why is the officer still in service? I hope the Minister could give this Statement, so that we can know whether there is an agreed way of extension of service for directors within the Ministry.

Mr. Deputy Speaker, Sir, I thank the Prime Minister for that answer. While it is true that competition is healthy, a free market economy does not mean laissezfaire . The issue of inter-connectivity fees is very important; in this case, this competition is going to lead to complete demise of the industry, and so those people who are not yet connected will never get connected.
